REQUEST FOR PROPOSALS (RFP)
HIRING OF CONSULTANCY SERVICES FOR NEED ASSESSMENT AND
PRE-FEASIBILITY STUDY OF UNDERGROUND GAS STORAGE PROJECT
Inter State Gas Systems (Private) Limited (ISGS) is a company working under the auspices
of Ministry of Energy (Petroleum Division), Government of Pakistan. ISGS has been
mandated to undertake gas import and infrastructure development projects.
ISGS invites e-proposals through PPRA’s EPADS portal from experienced consultancy
firms for the provision of consultancy services for Need Assessment and Pre-feasibility
study of Underground Gas Storage (UGS) Project Method of selection “Quality and Cost
Based” will be used. Interested bidders can register themselves electronically on EPADS
through https://eprocure.gov.pk/s/supplier/registration.
Electronic RFP documents containing detailed requirements, terms and conditions are
available for the interested bidders for downloading at www.isgs.com.pk and
www.eprocure.gov.pk.
Proposals, prepared in accordance with the instructions in the RFP documents, must be
submitted electronically through EPADS along with an original hard copy must be reached
at the following address on or before 10 February 2026 at 1500 Hrs. Technical proposals
will be opened on the same day at 1530 Hrs at the below mentioned address. In case the
day of proposal submission and technical proposal opening falls on a public holiday, next
working day shall be considered as the deadline for the same.
Notification of the GRC constituted in terms of Rule-48 of Public Procurement Rules, 2004
is provided on ISGS website (www.ings.com.pk), on EPADS at www.eprocure.gov.pk
