Hiring of Monitoring & Evaluation Consultancy Firm for
Component A (Flood Management of Kachhi Plain) Under
BWSPIP

The Goverment of Balochistan has received financing from the
World Bank toward the cost of the Flood Management of Kachhi
Plain under the Balochistan Water Security and Productivity
Improvement Project (BWSPIP), and intends to apply part of the
proceeds for consulting services for the monitoring and evaluation.
1. The detailed Terms of Reference (TOR) for the assignment can be
found at the following website: www.biwrmdp.org.pk or can be
obtained at the address given below.
2. Demonstrated experience of 10 years in Operational Review!
Process Monitoring/M&E work
3. The firm must have completed at least two (02) similar
assignments in the last five years. These assignments should
indicate the nature and scope of services provided, including the use
of M&E indicators, data analysis, statistical and research expertise,
monitoring, verification and evaluation expertise, MIS tools and
systems development, and measuring target achievements.
4. The attention of the interested consultants is drawn to Section III –
Governance, paragraphs 3.14 Conflict of Interest, 3.16, and 3.17
[Consulting Services] of the World Bank’s Procurement Regulations
for IPF Borrowers, September 2023
5. Expressions of Interest may reach the address mentioned below
on or before March 31, 2026, at 1600 hours (PST).
6. A consultant will be selected in accordance with the Quality and
Cost-Based Selection method set out in the World Bank’s
Procurement Regulations.
