TENDER NOTICE
E-Bids are invited under Single Stage Two Envelope basis from interested contractors/,
sales tax, income tax registered firms for the provision of following items to Punjab Center of
Excellence on Countering Violent Extremism (COE-CVE), Home Department, Government of
the Punjab, Civil Secretariat, Lahore:

1. The bidders must be registered with Tax authorities
2. Bidders willing to participate in more than one Lot shall submit separate E-bids for each
Lot. Bidding documents may also be downloaded from the PPRA website:
http://ppra.punjab.gov.pk
3. All E-bids must be accompanied by a Bid Security @3% of the estimated cost in the
name of Assistant Director (HR & Admn.), Punjab Center of Excellence on Countering
Violent Extremism, Home Department, Lahore, in the form of CDR/ Bank Guarantee
/Demand Draft/ Pay Order. E-bids without Bid Security will be rejected.
4. Complete E-bids must be submitted online on the Punjab e-Procurement System
(EPADS) at https://punjab.eprocure.gov.pk as per the above-mentioned schedule.
Bidding documents in accordance with Rule 25(2) will be available immediately after the
date of publication under Rule 25(1) free of cost on PPRA website and E-PADS. In case
of any public holiday the next working day will be considered for opening of tender.
5. The procuring Agency may reject all bids or proposals at any time prior to the acceptance
of a bid or proposals, as provided under Rule-35 of Punjab Procurement Rules, 2014.
6. Bidding documents are available immediately after publication. CoE-CVE shall not be
responsible for any cost or expense incurred by bidders for preparation or submission of
E-bids.
7. Procurement will be made LOT WISE. The firms are required to quote rate of each item in
a LOT otherwise firm will be considered non-responsive for that lot.
8. Last date for submission of E-Bid is 09.03.2026 by 12:30 pm. The bids will be opened
on the same day at 1:00 pm.
9. Separate filling of technical and financial bids, duly completed, signed, stamped and in
complete conformity with tender documents should be uploaded not later than the
abovementioned date.
10. For electronic bid
submission, bidders are required to register at
www.punjab.eprocure.gov.pk. For assistance regarding EPADS registration, please
contact the helpline 1248.
11. The URL of the Website of the PPRA is (http/eproc.punjab.gov.pk/View
Tender.aspx) and response time shall be calculated exclusively from the date of
publication of the advertisement on the Website of the PPRA.
