INVITATION TO BIDDERS
The competent authority of Services Hospital, Lahore, Invites e-Bids from the eligible firms through E-PADS. Detail is

1. Please note that the subject procurement shall be carried out through E-PADS of Punjab Procurement Regulatory Authority
(PPRA) only. All interested bidders registered on E-PADS are eligible to participate in the bidding. The Request for proposal
(RFP) documents containing detailed requirements, terms & conditions is available for the registered bidder on E-PADS at
www.punjab.eprocure.gov.pk and Punjab Procurement Regulatory Authority (PPRA) website: http://ppra.punjab.gov.pk
2. The registered bidders / firms have to upload the bidding documents including requisite copies of the documents
mentioned in the bidding documents and Bid security in the form of CDR / Bank Guarantee @02% of the estimated
cost in favor of the Medical Superintendent, Services Hospital, Lahore, however original CDR/ Bank Guarantee is
compulsory to be submitted to the Tender Opening Committee alongwith authorize letter issued from concerned firm
before or on the same day of opening of the bids in the AMS (M&R), Services Hospital, Jail Road, Lahore, failure of
submission of original CDR/ Bank Guarantee within stipulated time would be lead to disqualification / ineligibility of
the bidder.
3. Current PPRA rules & amendments would be strictly enforced. In case of any violation of the rules & general guidelines in
bidding documents to the bidders, the firm’s bid will be rejected accordingly to the prevailing rules.
4. The request for proposal documents comprising the Technical & Financial Proposal prepared in accordance with the
instructions in the Request for proposal (RFP) document, must be submitted on E-PADS before deadline date given
against each tenders, not later than 11:00 AM. The Technical proposal will be opened on the same day on E-
PADS at 11:30 AM. Manual bids shall not be accepted.
5. Single stage, two envelope bidding procedure as per 38(2)(a) PPRA Rules 2014 (amended) shall be applied for this tender
enquiry. Both bids to be submitted through E-PADS.
6. The procuring agency shall not be responsible for any failure on part of firm to submit an E-bid or account of any technical
error or internet failure.
7. The bidders / firms who have offered the bids would attend the meeting in the office of AMS (M&R), Services Hospital, Jail
Road, Lahore, wherein the E-bids submitted by the firms or their authorize representatives alongwith authority letter would
be opened in the presence of the Tender Opening Committee at the opening date & time.
8. The bidders are required to submit the company profile including Technical, Engineering, Managerial capabilities, after sales
services, (If applicable) past experiences, performance alongwith their technical bid and other information or bidding
documents uploaded on PPRA website. All taxes will be applicable as rules of Government of the Punjab.
9. In case of submission of any fake or forge document, the firm would be disqualified / blacklisted as per PPRA rules-2014
(amended).
10. All bidders are requested to read the bidding documents carefully and submit the Technical and financial proposal as per
instruction given in the bidding documents.
11. The procuring agency may reject all bids or proposals at any stage prior to the acceptance of bid or proposal under PPRA
Rules (amended upto date).
12. The URL of website of the PPRA is (http://eproc.punjab.gov.pk/ViewTenders.aspx) and response time shall be calculated
exclusively from the date of publication of the advertisement on the website of the PPRA.
Note: The firms will upload the bids on e-Pads as per check list & table of content. All pages of bids must be
signed and stamped accordingly, incomplete or unfilled / vague bids will not be entertained.
