TENDER NOTICE
COMMUNICATION & WORKS
GOVERNMENT OF FORING
The tenders for the following schemes are invited from Engineering firms/contractors as per PPRA
E-Tendering System. All the firms/contractors who are registered with Pakistan Engineering Council for
the financial year 2025-26 can participate in the tendering process with following terms and conditions:-
1. The Contractors/Firms has to be registered on Punjab PPRA website
(www.punjab.eprocure.gov.pk). Any information/ procedure regarding registration can be
seen/obtained from website ppra.punjab.gov.pk/e-procurement.
2. As per Clause 27 of PPRA Rule-2014 (Bid Security), all intending contractors/ firms have to
upload the earnest money only in the form of CDR Pay Order in favor of the Executive
Engineer Road Construction Division Gujranwala @5% of the estimated cost / DNIT Cost and
submit bids on the same website i.e till 25.02.2026 upto 01:00 PM. However, original CDR/Pay
Order has to be submitted One Hour before the opening of the bids otherwise, the firm/
contractor will be disqualified in presence of Tender Opening Committee.
3. As per Clause 56 of PPRA Rule-2014 (Performance Guarantee), the lowest evaluated bidder shall
submit Performance Security / Guarantee i.e @5% of his Bid amount within 15 days of receipt of
letter in favor of the Executive Engineer Road Construction Division Gujranwala in the form
of CDR, Bank Draft, Cashier Cheque, Pay Order or Bank Guarantee only. No other form shall be
accepted for performance guarantee (valid for 03 months beyond the completion time / extended
completion time).
4. As per PPRA Punjab Circular No.L&M (PPRA) 10-1/2011/008595, dated 11.10.2024, the bidders
have to quote item rates against each item as well as total amount against each item and grand
total of all items. The rates quoted in percentage above or below than approved cost will not be
considered accepted.
5. After uploading the bids on website, contractors may attend office of the Superintending
Engineer Highways Circle Gujranwala on 25.02.2026 at 02:00 PM, where all bids will be
retrieved and quoted rates of bidders will be announced in the presence of Tender Opening
Committee.
6. In case of submission of any fake information/document such as CDR/receipt, PEC etc. the
Contractor/Firm will be disqualified from the current tendering procedure and will be black
listed to participate in any tendering process of C&W Department. Further recommendation to
PPRA and PEC will also be made against such firm/contractor for initiating the appropriate
action/ black listing.
7. The procuring agency may reject all bids or proposal at any time prior to acceptance of a Bid or
proposals under Clause 35 of PPRA Rule (Rejection of Bids).
8. Recovery against credit of old material will be adjusted manually and accordingly bids will be
evaluated.
9. All contractors’ bids should be submitted electronically.
10. The URL of the website of PPRA is (http:/eproc.punjab.gov.pk/View Tender.aspx) and response
time shall be calculated exclusively from the date of publication of the advertisement on the
website of the PPRA.

accepted.
2. No price variation is admissible on special repair works vide Government of the Punjab
Finance Department Lahore letter No.FD(C&W) 4-20-207/2021-22 dated 10.06.2022.
