PARCO Gunvor Limited (PGL) is a joint venture between Pak-Arab Refinery Limited
(PARCO) and Gunvor Group. With roots in Pakistan’s energy sector dating back to 1997,
the company operated as Total PARCO Pakistan Limited (TPPL) from 2001 before
transitioning to its current identity as PARCO Gunvor Limited. Today, PGL stands among
Pakistan’s leading energy companies, serving both retail and B2B markets nationwide.
Parco Gunvor Limited (PGL) intends to transition its non-core operational and support
functions to a full-service outsourced model across its Regional Offices, Industrial Sites,
and Service Stations nationwide.
PGL invites Expressions of Interest (EOI) from reputable, duly registered, and experienced
service outsourcing companies in Pakistan for the provision and management of
outsourced services under a formal service agreement in strict compliance with applicable
Pakistani laws.

Eligibility
Registered service outsourcing company operating in Pakistan
Valid NTN, EOBI, and Provincial Social Security registrations
Demonstrated experience in managing large-scale, multi-site workforce deployment
Proven operational capability across multiple cities nationwide
Scope of Services
The service provider shall:
Deploy trained resources for designated non-core functions
* Act as the sole and independent legal employer
Ensure full compliance with all applicable labour laws (including wages, working hours.
leave entitlements, EOBI, Social Security, and insurance)
Manage payroll administration, HR operations, supervision, and statutory obligations
Nominate a dedicated focal person for each site and provide periodic performance and
compliance reports
Interested Service Providers are requested to submit their company profile, copies of
registration documents, relevant experience, and contact details at the address/email
mentioned below on or before March 25, 2026.
