REQUEST FOR PROPOSAL
1.Project Overview
Port Qasim Electric Power Company (Private) Limited (“Buyer”) intends to engage an eligible
company to execute the renovation project of security ancillary facilities and water storage towers
for temporary camps and military police camps (“Project”) for Port Qasim 2×660MW Coal-fired
Power Plant. The details are shown in Technical Specification.
The main scope of the project includes: 1 Demolition of three existing iron water tanks, with all
dismantled iron materials to remain the property of the Buyer. Based on site conditions, two new
reinforced cement concrete (RCC) water tanks shall be constructed at appropriately distributed
nearby locations. 2 Construction of one new RCC underground water tank. ③Repair of four
underground water tanks that are currently leaking or cracked. 4 Construction of a
sewage/drainage system for the temporary camp. 5 Build a 160-meter-long isolation wall at the
dock.
2. Qualification Requirement
2.1 The Replier must keep independent legal status in Pakistan, and their bank account has not
been previously suspended.
2.2 The Replier shall provide scanned copies of relevant qualification certificates for the Projects,
including but not limited to business license, production safety license project manager certificate,
quality system certification, environmental management system certification, occupational health
and safety management system certification, construction qualification certificate etc.
2.3 The Replier shall have project experience on more than 3 similar projects.
2.4 The input of the qualifications and quantities of the persons must meet the management and
progress of the Services.
2.5 The Replier should have a valid surveyor license from Pakistan Engineering Counsel.
3. Acquisition of Procurement Documents
3.1 Interested participants are requested to obtain the Procurement Documents free of charge
before March 30, 2026 at the office building 306 of Port Qasim Electric Power Company (Private)
Limited by presenting an authorization letter (or company introduction letter) and ID.
3.2 The Replier may contact the Buyer to receive the electronic version of the Procurement
Documents via email. Upon receiving the potential Replier’s authorization letter (or company
introduction letter) and ID, the Buyer will send the electronic version of the Procurement
Documents by email within 1 day.
3.3 Response Documents from those who do not comply with the requirements of Clause 3.1 and
3.2 of this notice for obtaining the Procurement Documents will be rejected.
4. Submission of Response Documents
4.1 The deadline for submission of Response Documents is the Mar 25 2026 10:00am. The
submission location is: Port Qasim Electric Power Company (Private) Limited EIZ/LL/SP-14,
opposite the Engro Polymer, Port Qasim, Karachi, Pakistan.
4.2 The Buyer will reject Response Documents that are delivered late, have not been delivered to
the designated location, or not sealed (or encrypted) in accordance with the requirements of the
Procurement Documents or have failed pre-qualification (if any).
