OFFICE OF THE DISTRICT COUNCIL JHELUM
District Council Jhelum invites sealed bids through E-PADS (https://eprocure.gov.pk/) from contractors who have
registered on E-PADS for the year 2025-26 @ MRS 2nd Bi Annual 2025, from 1st July 2025 to 31 December 2025 District
Jhelum
The Bidding shall be conducted in line with “Single Stage Single Envelope” procedure of the Punjab Procurement
Rules 2014 and is open to all eligible bidders. Bids must be accompanied by a bid security of required amount in the form
of CDR/ Pay order from any scheduled bank in Punjab in favor of District Council Jhelum.
1. Separate Bidding Document containing detailed terms & conditions of the bidding process of respective activity
can be downloaded from https://punjab.eprocure.gov.pk/ free of cost.
2. The bid(s) prepared in accordance with the instructions mentioned in the respective procurement activity’s Bidding
Document, must be submitted through e-PADS at https://punjab.sprocure.gov.pk by or before 1:00 P.M hours PST
on the closing date 17-03-2026 for respective procurement activity mentioned above. The bids will be opened at
01:30 P.M hours PST through E-PADS on same day for respective procurement activity in the presence of bidders
or their representatives who shall choose to attend the bids’ opening session to be held in office of the District
Council Jhelum.

Bidder will have to upload the scanned copy of Bid security on E-PADS & will submit the original CDR in
the office of undersigned by or before 11:00 AM on the closing date; otherwise the tender of the bidder will stand
cancelled and will be considered as non-responsive. CDRS will be returned after completion of evaluation
process.

If the same CDR is used for Multiple Tenders/Bids, all the Bids will be considered as rejected.
As per Punjab Local Government (Works) Rules 2017, in case the rates of the lowest bid are equal to or
less than 5% of the estimated cost, the lowest bidder shall be bound to deposit additional performance security from
a schedule bank from 5% to 10% (including CDR deposited at the time of tendering) within 15 days of issuance of
notice as under:

b. The additional performance security shall be refunded after issuance of completion certificate by the
incharge of Engineering Branch.
5. The quoted rates in the bids must be item wise and clearly readable. Furthermore, incomplete, Ambiguous and
unfilled bids would not be entertained and considered as rejected.
6. The Competent Authority may reject all bids at any time prior to the approval/ acceptance of the Tender rates
under PPRA Rules-2014, Chapter VI, Clause-35.
7. When Acceptance letter is issued to the successful contractor, he has to make the agreement with department on
stamp paper of value specified by Government within seven days for issuance of Work Order.
8. Bidding document is also available on PPRA Punjab website.
9. In case of submission of any fake or forge document, the Contractor/ Firm would be disqualified/blacklisted.
10. Non-responsive, Non Readable, Non Signed & Non Stamped bids shall be rejected.
11. The URL of the website of the PPRA is (http://eproc.punjab.gov.pk/ViewTender.aspx) and response time shall be
calculated exclusively from the date of publication of the advertisement on the website of the PPRA
