INVITATION TO e-BIDS
NOTICE FOR PRE-QUALIFICATION OF OPERATORS
ON INTERIM OPERATIONS & MANAGEMENT OF
TOLL PLAZAS, WEIGH STATIONS, TUNNELS, SERVICE/
REST AREAS, ALLIED SERVICES & FINE COLLECTION
1. The National Highway Authority (NHA) intends to enlist operators registered with Income Tax
Department and appearing on Active Tax Payer List (ATL) for creation of pool of Operators
regarding Interim Operations & Management of Toll Plazas, Weigh Stations, Tunnels.
Service/Rest Areas, Allied Services & Fine Collection etc.
2. The enlisted/pre-qualified operators will be engaged for interim operations in case of urgent
situations occurring due to termination, suspension of O&M contract, establishment of new
O&M facility under Rule 42(d)(ii) of PPRA, as and when required.
3. The Applicants must have valid PEC Category 0-3 or Above and meet other requirements as
given in the PQ Documents. The Pool of enlisted Operators shall remain valid till 30.06.2027.
4. The PQ Documents will be available on NHA Website (www.nha.gov.pk) and
NHA e-Bidding Portal (www.ebidding.nha.gov.pk) from February 25, 2026 for downloading
free of cost.
5. All Prospective Applicants are advised to follow the NHA websites mentioned above for
updates of schedule and addendum(s)/variations, if any.
6. Prospective Operators are invited to submit their sealed documents on NHA’s e-Bidding
system (www.ebidding.nha.gov.pk) as specified in the PQ Documents before
March 12, 2026 (Thursday) at 1400 hours.
7. NHA reserves the right to accept or reject any or all applications at any stage before award of
services/works.
