1. The Capital Development Authority invites bids, from Contractors/joint venture firms having relevant
experience and who can prove their eligibility and qualification as mentioned in Bidding Documents for
Construction of a 350-Rooms, 5-Star Luxury Hotel with Serviced Apartments at Islamabad.

2. The EPC Contractor for the Five-Star Project shall be responsible for complying with the
specifications and standards applicable to internationally recognized five-star hotels, such as
Inter-Continental, Park Hyatt, Hilton, JW Marriott, or other comparable iconic five-star hotel chains.
3. The Electronic Bidding documents containing detailed conditions of contract and requirement etc.
shall be available for the registered bidders on EPADS at www.eprocure.gov.pk with effect from
09.02.2026.
4. The bidding shall be conducted in line with the Rule 36 (d) Two Stages Two Envelopes procedure
prescribed under Public Procurement Rules 2004, e-Pak Procurement Regulations, 2023 and is
open to all prospective bidders registered in the “e-Pak Acquisition & Disposal System (EPADS)”.
5. Technical Bids must be accompanied by a Bid Security (Refundable) in the form of Pay
order/CDRs in favor of DDO (P&C), CDA issued by any schedule bank of Pakistan. The
prospective bidders shall upload scanned copy of Bid Security on E-PADS and shall provide the
original pay order/CDR before opening of Technical bids.
6. Project related information may be sought from the office of Project Director, CDA, Room # 67.

7. The prospective bidders are required to submit their Bids online through E-PADS at
http://eprocure.gov.pk and as per instructions contained in ITB of Bidding Documents on or before
due date and time. In case the bids are not uploaded on EPADS on or before due date and time, the
manual bids shall not be accepted as per e-Pak regulations 2023.
8. The Technical Bids will be opened by using EPAD publicly on the date and time mentioned above
in the presence of the procurement committee & Bidders’ authorized Representatives who choose
to attend the opening session to be held at the office of Director P&CA-I, Block I, P&C Wing, CDA
Secretariat, Sector G-7/4, Islamabad, Pakistan.
9. Notification of GRC constituted in terms of rule-48 of PPRA-2004 is provided on procurement
agency’s website, EPADS at www.eprocure.gov.pk
