INVITATION FOR BID

1. National Grid Company of Pakistan (NGC) “the Employer”, responsible for development and control
of power transmission system in the country, invites sealed bids for
LOT-1: SPECIAL REPAIR OF 8 NOS E-TYPE RESIDENTIAL FLATS AT HV&SC LAB NGC RAWAT
LOT-2: REPAIR OF REST HOUSE AT HV&SC LAB RAWAT
LOT-3: REPAIR OF OFFICER’S HOSTLE BUILDING-II AT HV&SC LAB NGC RAWAT
LOT-4: CONSTRUCTION OF COMMON ROOM/DAY CARE CENTRE & ITS ALLIED CIVIL WORKS AT
HV&SC LAB NGC RAWAT
through “Single Stage Two Envelope Procedure” on National Competitive Bidding (NCB) basis from
eligible firms registered with Federal and Provincial Income Tax and Sales Tax Departments and who
are on Active Taxpayers List of the Federal Board of Revenue and relevant Provincial Revenue Authority.
2. The Employer invites sealed bids from eligible firms or persons licensed by the Pakistan
Engineering Council in the appropriate category for the Works.
3. Bidders may obtain further information from, inspect at and acquire the Bidding Documents from
the Office of the Employer’s representative.

4. A complete set of Bidding Documents may be purchased by an interested Bidder on submission of
a written application to the above office upon payment of a non-refundable fee of Rupees 5,000/-
for each lot up to 11″ February-2026 during working hours. The method of payment will be by
bank draft from any scheduled bank of Pakistan in favor of CHIEF ENGINEER HV&SC LAB RAWAT
for Tender No. XEN-CIVIL-NGC-ISB-03/2025-26.
5. The documents may be collected in person or may be sent by courier services for an additional fee
of Rs. 2,000/-. No liability will be accepted for loss or late delivery in such a case. Bidding
Document can also be downloaded from NGC website Le. www.ntdc.com.pk free of cost,
however, purchase of Bidding Document is compulsory for participation.
6. All bids must be accompanied by a Bid Security as detailed in bidding documents for each lot.
The Bid Security shall be in the form of Deposit at Call or a Bank Guarantee issued by a Scheduled
Bank in Pakistan in favor of the CHIEF ENGINEER HV&SC LAB RAWAT valid for a period up to
twenty-eight (28) days beyond the bid validity date.
7. The bids must be submitted through E-PADS only on or before 12″ February-2026 at 02:30 pm,
however, Bid Security is required to be submitted in Original (hard copy) before bids closing
deadline. Technical Bids will be opened at 03:00 pm on the same day, in the presence of Bidder’s
representatives who choose to attend at the same address.
8. The bids must be received by the Employer through E-PADS only before the bid submission deadline.
9. The bidders must quote for the complete scope of work. Bids covering only a part of the work
shall be rejected.
10. All bidders must fill in a check list before submission of bid in their own interest as per Instructions
to Bidders which is a mandatory requirement.
11. The Competent Authority reserves the right to reject all bids and to annul the bidding process at any
time prior to contract award as defined in Clause 33(1) of Public Procurement Rules 2004.
