Works for Bifurcation/Rehabilitation of 40 Nos. 11kV Feeders on a Turnkey Basis.

1. The Islamic Republic of Pakistan has received financing from the Asian Development Bank (ADB) toward the cost of the
Power Distribution Strengthening Project (PDSP). Part of this financing will be used for payments under the contracts
named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Sukkur Electric Power Company – SEPCO (“the Employer”) invites sealed bids from eligible Bidders for the
construction and completion of the following (“the Facilities”).
“Procurement of Plant Design, Supply, Installation, Testing, Commissioning and Civil Works for
Bifurcation/Rehabilitation of 40 Nos. 11kV Feeders on Turnkey Basis”.
3. Since there is only one contract/lot, bidders shall bid for the complete scope of work, as detailed in the bidding
documents. Bids having less than 100% of the Lot quantities of tender will not be accepted. The conditional bids/rates
shall not be accepted.
The Time for Completion from the Effective Date as described in the Bidding Documents, shall be 365 days.
4. Open competitive bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: One
Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document
5. Only eligible bidders with the following key qualifications defined in the Bidding Document may participate in this
bidding:
Bidder’s Contractual Experience
Participation as a contractor, Joint Venture partner or
subcontractor, in at least two (02) contracts, that have
been satisfactorily and substantially completed within
the last ten (10) years and that are similar to the
proposed contract, where the value of the Bidder’s
participation exceeds the amount mentioned below.
The similarity of the Bidder’s participation shall be
based on:
1. the physical size
2. nature of works
3. complexity, methods
4. technology and
5. other characteristics as described in Section 6,
(Employer’s Requirements)

Experience in Key Activities
A. Design & Manufacturing:
The bidder or its proposed subcontractor should have
experience of design and manufacturing of 11kV or higher
voltage system equipment/material similar to the scope
as mentioned in Section-6 (Employer’s Requirements)
during the last ten (10) years against multiple contracts
and operating satisfactorily for at least three (03)
consecutive years as of the bid opening date.
B. Installation, Testing, Commissioning & Construction
Services:
The bidder or its proposed subcontractor should have
experience of installation, testing, commissioning and civil
works of 11kV or higher voltage lines similar to the scope
as mentioned in Section-6 (Employer’s Requirements) in
the last ten (10) years against multiple contracts and
operating satisfactorily for at least three (03) consecutive
years as of the bid opening date.

7. To purchase the Bidding Documents in English, eligible Bidders should:
Write to the address above requesting the Bidding Documents for:
Procurement of Plant Design, Supply. Installation, Testing, Commissioning, and Civil Works for
Bifurcation/Rehabilitation of 40 Nos. 11kV Feeders on a Turnkey Basis.
Pay a non-refundable fee of PKR 15,000 or USD equivalent by cashier’s cheque, pay order or demand
bank draft in favor of Chief Engineer (Development) PMU SEPCO, Room 201, 2nd Floor, Al-Sehra
Building, Minara Road, near Session Court Sukkur, Sindh, Pakistan. The document may be collected
in person or may be sent by express airmail for an additional fee of PKR 5,000.00 for domestic
delivery or USD 150.00 for overseas delivery. The document will be sent by registered post/courier. No
liability will be accepted for loss in transit or late delivery.
8. A Pre-Bid meeting will take place on the date, time, and place as follows:
