E-TENDER NOTICE
Buildings Division No. 1 Faisalabad intends to tender out the following works through
E-Procurement System in Public Offices of Punjab vide Government of the Punjab Services & General
Administration Department (Implementation & Coordination Wing) Lahore’s Notification
No.SO(1&C-1)5-4/2024 dated 09.05.2024. All contractors who are registered with Pakistan
Engineering Council (PEC) for the year 2025-26 in the relevant clause can be participated in Open E-
Tendering/EPAD System. Procurement procedure will be adopted strictly in accordance with PPRA
Rules 2014 (with up to date amendments).

Contractors can participate in E-Tendering system after fulfilling terms & conditions as given

Contractor / bidder may register firm on website E-PADS/ https://eprocure.gov.pk of Public
Procurement Regulatory Authority (PPRA) by submitting their requisite information.
After registration on E-Tendering website EPADS/ https://eprocure.gov.pk contractor of eligible
categories may participate in E-Procurements.
Bidding documents will be immediately available after uploading of this notice on E-PADS
PPRA website.
The bidders/contractors have to work out and fill the amount against “each item” and indicate
the total amount of his bid on which he is willing to complete the work (all such financial bids
are liable to be treated as “Incomplete bids” which are non-compliant with the PPRA Circular
No.L&M(PPRA)10-1/2011/008595, dated. 11.10.2024) and upload the same upto 11.03.2026
at 11:00 A.M after reviewing B.O.Q of the scheme available at website, the rates quoted by the
contractor will be downloaded from website and announced on same date at 11:30 A.M in the
office of Commissioner Faisalabad Division Faisalabad.
The interested bidders / contractors/ firms can obtained the publish tender notice through E-
PADS and uploaded their rates through E-PADS.
Conditional bids and bids not accompanied with earnest money 5% of estimated price
in shape of CDR/Bank Draft / Pay Order form any scheduled bank in favor of Executive
Engineer Buildings Division No. 1 Faisalabad as per PPRA Rule 27, however original CDR
/Pay Order ete is compulsory to be submitted to the undersigned up to the 11:00 A.M
closing date and time of submission of bids failure to submission of original CDR/Pay
Order etc within specified time would leads to non-responsiveness.
(vii) All the contractors participating in E-Tendering/E-PADS will have to submit their Original
CDRs (earnest money), Registered Power of Attorney with letter heads in the office of the
undersigned. Otherwise, the contractor will be declared as disqualified.
(viii) In case of false information, fake CDR/Bank Draft / Pay Order ete, the contractor will be liable
to disqualify as per PPRA Rules and will not be eligible to participate in upcoming tenders of
Communication & Works Department. Further his case will be forwarded to PEC and PPRA for
initiation of Strict Legal Action.

The procuring agency may reject all bids or proposal at any time prior to the acceptance of a bid
or proposal and the procuring agency shall upon request communicate to any bidder, the grounds
for its rejection of all bids or proposals, but shall not be required to justify those grounds under
PPRA Rules.
The firm/contractor shall be responsible for payment of all applicable taxes at the time of release
of navment as admissible under the rules.
Lowest/successful bidder has to submit performance guarantee 5% of hid amount as
PPRA Rules 56, within 15 days after issuance of letter, otherwise the tender of the lowest bidu
will stand canceled & earnest money will be forfeited in favor of the government.
(xii). PPRA Rules and their circulars/clarifications will be strictly applicable.
Note:-
(i)
The URL of the website of the PPRA is (http://eproc.punjab.gov.pk/View Tender.aspx)
and response time shall be calculated exclusively from the date of publication of the
advertisement on the website of the PPRA.
Only those bids of the contractor shall be considered/ valid which are quoted on the DNIT/
BOQ downloaded directly from the PPRA / E-Pads Portal. Any rates quoted on DNIT
obtained from the Department shall not be accepted.
(ii) If there is a public holiday on the receiving / opening of the tender, the tender will be opened
on the next working day.
(iii) Each page of bid shall be duly signed and stamped by the bidder, failing which the bid shall
be rejected.
(iv) For Grievance Redrassal Committee (GRC), the procuring agency has constituted a
committee vide Secretary (C&W), Government of the Punjab Communication & Works
Department Lahore Notification No. SOB-I (C&Wy3-16/2017-18, dated 31-07-2024 under
chapter-X, Sr. No.67 of PPRA Act.
