STATE BANK OF PAKISTAN “A” RATED CHARTERED ACCOUNTANT FIRM
FOR THE AUDIT OF NATIONAL HIGHWAY AUTHORITY (NHA)
The National Highway Authority (NHA) invites Proposals from “A-Rated Chartered Accountant
Firms listed on the State Bank of Pakistan (SBP) panel for auditing services. The engagement
includes audit of NHA Entity, Road Maintenance Account (RMA), BOT projects, ADB-funded
projects, half-year review of Entity and RMA accounts, and agreed-upon procedures
assignments related to Project wise loan statements and Land reports.
Proposals are invited from reputable Chartered Accountant Firms with relevant experience and
fulfilling the detail eligibility criteria mentioned in the RFP document.
RFP document can be downloaded from NHA’s website www.nha.gov.pk free of cost or the same
can be purchased from the office of General Manager (P&CA), NHA-HQ, Islamabad during
working hours and working days on written request of firm’s letter head accompanied with pay
order/demand draft amounting to Rs.1,000/- (Non-Refundable) in favor of National Highway
Authority.
A Pre-Proposal Conference will be held on January 30, 2026 at 1100 Hours in the office of
General Manager (P&CA), National Highway Authority Islamabad.
Procurement will be carried out by adopting “Single Stage Two Envelopes” procedure. The
Proposals complete in all respects, in accordance with the instructions provided in the RFP
document, in sealed envelopes should reach on or before February 13, 2026 at 1130 Hours in
the office of General Manager (P&CA), NHA-HQ, 28-Mauve Area, G-9/1, Islamabad and be
clearly marked “Consultancy Services for Hiring of State Bank of Pakistan “A” Rated
Chartered Accountant Firm for the Audit of National Highway Authority (NHA). The Technical
Proposals shall be opened on the same day at 1200 Hours, whereas the Financial Proposals of
the Technically Qualified Firms shall be opened after finalization of technical evaluation. Other
details are provided in the RFP
Audit firms are required to submit their bids strictly in accordance to Instructions to Auditors
(ITA), Data Sheet of ITA and RFP Notice. Proposals must be prepared in hard book binding form to
deny the possibility of addition or removal of page(s).
The Audit Firms shall submit refundable earnest money of Rs. 150,000/- as bid security in favour
of “National Highway Authority, Islamabad” through pay order along with technical proposal.
The Audit firms providing unsubstantiated and/or incorrect information are liable to legal action
and/or disqualification.
The Authority reserves the right to reject all the proposals as per PPRA Rules
10. All Firms are advised to get EPADS (PPRA) registration at www.eprocure.gov.pk
immediately, as Proposals (Hard Copy) will be eliminated in upcoming Procurements
