Tender Notice – Provision of Solarization for Water Supply Schemes

OFFICE OF THE DISTRICT COUNCIL BAHAWALPUR
EPADS -E-TENDERING NOTICE
District Council Bahawalpur invites sealed bids through EPADS (https://punjab.eprocure.gov.pk/) from
contractors who have got their names enlisted /renewed for the current financial year i.e. 2025-26 from Pakistan
Engineering Council. The Bidding shall be conducted in line with “Single Stage Single Envelope” procedure of the
Punjab Procurement Rules 2014 and is open to all eligible bidders. Bids must be accompanied by. a bid security of
required amount in the form of CDR/ Pay order from any scheduled bank in Punjab in favour of District Council
Bahawalpur.
1. The intending contractor may get the tender documents / Biding Documents from PPRA website, EPADS, submitting
the following documents;
a. Registered in Pakistan Engineering Council.
b. Earnest money (5 % of estimated cost) in the form of Pay Order/Bank Draft / Call Deposit Receipt / Bank
Guarantee, issued by a scheduled bank in Pakistan in favor of District Council Bahawalpur.
2. The bid documents will be download from PPRA website and EPADS without paying any cost of fee (as per section 25
(7) of PPRA rules, 2014 amended upto date.
3. The bid documents shall be submitted on EPADS from the date of publication to
02-03-2026 at 11:00 AM.
4. All the received bids will be opened on EPADS on same date at 11:30 AM in the office of the District Council
Bahawalpur by the tender opening committee in the presence of available contractors or their authorized representatives
on EPADS.
5. It is compulsory for all participating contractors to quote their rates in number as well as in words above or below the
estimate on a percentage basis item rate basis.
6. If the contractor’s quoted lowest tender rates are less than of the estimated cost, the lowest bidder shall bound to
deposit additional performance security from the schedule bunk equal to lowest percentage of estimated cost (including
CDR deposited at the time of tendering) within 15 days of issuing of notice. If he does not deposit the required amount,
his 5% deposit call will be forfeited by the District Council Bahawalpur, and the process of re-tendering will be initiated
District Council Bahawalpur and its tender rates with this action cannot be challenged in any court of law Conditional, un-
signed, in-complete, cutting, overwritten and doubtful bids will be dealt with as rejected.
7. According to PPRA rule-35. The procuring agency may reject all bids or proposals at any time prior to the acceptance
of a bid or proposal. The procuring agency shall upon request communicate to any bidder, the grounds for its rejection of
all bids or proposals, but shall not be required to justify those grounds.
8. The contractors to whom work orders are issued are bound to conduct the required quality control tests at their own
expense.
10. Non-responsive bids shall be rejected.
