NOTICE INVITING TENDER (NIT)
E-Bids are invited, under Single Stage – Single Envelope bidding procedure, for the works mentioned
below from eligible firms having renewed licensed by the Pakistan Engineering Council who have been enlisted
on e-PAK Acquisition and Disposal System (EPADS) on item rate basis under the 2 Bi Annual MRS system
(1″ July 2025 to 31″ December 2025 of Districts Nankana Sahib and Kasur) as per PPRA rules 2014 (amended
to date) e-tending system / e-Pak Acquisition and Disposal System.

The procurement shall be carried out through E-Procurement portal at http://punjab.eprocure.gov.pk.
Complete set of Bidding Documents can be accessed and submitted using said
E-procurement portal on or before bid receiving time i.e 16.03.2026 (Monday) not later than 12:00
PM by an interested bidder as mentioned in the table below.
The bid security/ earnest money as mentioned in the table below, in the form of deposit call or bank
guarantee drawn in favour of the Executive Engineer Balloki Headworks Division Balloki from any
scheduled bank, should be submitted by hand to the tender opening committee before bid receiving
time i.e 16.03.2026 (Monday) not later 12:30 PM, failing which the bid will not be entertained. The
bids will be opened on the same day on the venue and time mentioned below by using E-Procurement
portal.
In compliance with the decision of Honorable Supreme Court of Pakistan in Writ Petition.
No.2009/2024 dated: 05.03.2024 & Order sheet circulated vide Section officer Programing
No.SO(Prog)4-2/2025 (DG Khan) dated: 12.03.2025 that as per clause 56 of PPRA Rules, the
successful bidder shall have to submit performance guarantee 10% of the bid amount in shape of
Bank Guarantee valid upto the completion time/extended completion time from any scheduled Bank of
Pakistan within 15 days of issuance of notice or within expiry period of bid, whichever is earlier.
In case of false information, fake Bank Guarantee, CDR or Pay Order the contractor will be liable to
disqualify as per PPRA Rules and will not be eligible to participate in upcoming tender of Irrigation
Department Government of the Punjab, further his case will be forwarded to PEC and PPRA for
initiation of Strict Legal Action. Firms / Contractors must be registered with Pakistan Engineering
Council and Punjab Revenue Authority and deposit their enlistment / renewal fee with the Department
under the following terms and condition: –
The Bid Security / Earnest Money @ 5% (Rounded suitably) of Estimated Cost (civil works only) in
shape of Bank Guarantee/Deposit at call (CDR) from any scheduled bank of Pakistan in favor of
Executive Engineer Balloki Headworks Division Balloki will be received by Tender Opening
Committee on 16.03.2026 (Monday) upto 12:00 PM in the Office of Executive Engineer Balloki
Headworks Division Balloki. The Tenders will be opened on the same date at 12:30 PM.
The procurement of work will be governed under PPRA Rule 2014 (Updated) and Tender / bidding
documents of Government of Punjab and take instructions by Government of the Punjab regarding E-
procurement.
The bid received without supporting prescribed Bid Security/Earnest Money will not be entertained.
As per PPRA Circular No. L&M(PPRA)10-1/2011-008595 dated 11.10.2024 all the bidders shall be
required to quote their rates against each entry item of DNIT/BOQs (instead of percentage) and
completely fill the pages of rate, rate analysis, summary, sub summary in their financial bid. All
incomplete financial bids (i.e., blank DNIT/BOQ/blank entries / pages of rate analysis/summary/ sub-
summary etc) shall be declared as non-responsive and not to be included in the competition for
determination of lowest evaluated bidder.
Items against which no rate or price is entered by the bidder will be considered free of cost and will not
be paid by the employer when executed and will be deemed covered by rates and price of the other
items in the bill of quantities.
The tenderers shall at his own expense, inspect and examine the site and surroundings and obtain for
himself on his own responsibility, all information that may be necessary for preparing the tender and
entering into contract.
Detail of work, specifications, drawing, estimate and other conditions etc can be seen during the office
hours in the office of the undersigned on any working day but earlier closing time.
The work will be executed according to the approved Design/ Drawings and PWD specification for
material and works.
The Contractor will have to submit the Construction Schedule for completion of work within stipulated
period. In case of failure contractor will have to pay compensation as per relevant Clauses of the
Contract Agreement.
The Earnest Money of 2 and 3 lowest bidders will be released after approval of tender by the
competent authority.
If two or more contractors / firms become the lowest by quoting the same rates for this work the
decision of competent authority to accept the tenders for award of contract will be final.
The procuring agency /tender opening committee may reject all bids or proposals at any time prior to
the acceptance of the bid or proposal. The procuring agency shall upon request communicate the any
supplier or contractor, who submitted a bid or proposal, the grounds for its rejection of all bids or
proposals, but is not required to justify these grounds (under Rule PPRA 2014).
The successful bidder shall have to execute an agreement with the Executive Engineer, Balloki
Headworks Division Balloki for execution of work within 15 days of issuance of acceptance letter.
The tender received will not be processed for approval if funds are withdrawn or not released for any
reason from the government.
The contractor has no right to claim any interest on account of delay in making the payment of the work
done, because of non-receipt of funds in time.
The payment of final bill will be processed and made to the contractor strictly complying with the
instructions contained in F.D No. RO(Tech)FD-1-2/83-V-1 Government of the Punjab, Finance
Department dated. Lahore, the 29 March, 2005.
The payment will be made as per actual work done after deduction as per departmental rules, subject to
the clearance of works by the M/S NESPAK M&R Consultants or any committee constituted by the
authority.

time shall be calculated exclusively from the date of publication of the advertisement on the website of
the PPRA
