Terms & Conditions for EPADS:-
(Documents and other queries may be clarified from the mentioned
office or through EPADS Procedure)
(1). The Bids shall be submitted electronically through EPADS on or before the fixed date/
time. (2). The Bidder Shall submit the bids with requisite documents through registry /
courier services including 2% bids security of the estimated Cost + Stamp Duty in the shape
of call deposit (Original) in scaled envelope before closing date and time. (3). For Additional
Security in case abnormally low bids KPPRA Notification S.R.O. (14)/Vol: 1-24/2021-22,
Dated 10th May, 2022 shall be enforced, (4). The procuring entity may reject all bids at any
time prior to the acceptance of a bid, the procurement entity shall upon request
communicate to any contractor who submitted a bid, the ground for rejection of all bids as
per KPPRA Rules 47(1). (5). Tender shall be opened on advertised date and time in the
presence of bidders or their representatives who may like to attend the session, In case of
any unforeseen reason, public holiday, unrest or force majeure on the bid submission /
opening date, the tender shall be opened on the next working day at the same place and
time. (6). The bid security shall be forfeited if a bidder withdraws his bid, with in the validity
period thereof or, in the case of a successful bidder, who repudiates the contract or fails to
furnish performance security. (7). All federal and provincial duties / stamp duty / taxes
including sales tax will be recoverable as per directive of the Government issued from time
to time. (8). Call deposit of schedule banks shall be acceptable. No Bank cheque or pay
order shall be acceptable. (9). If any document submits along with bid documents found
false / Bogus the registration of the contractor firm shall stand cancelled/black listed. (10).
Incomplete, conditional and bids without 2% of earnest money or without additional
security (if applicable) shall be considered as non-responsive. (11). All bidders are required
to be registered with the Khyber Pakhtunkhwa Revenue Authority, established under the
Khyber Pakhtunkhwa Finance Act, 2013 (Khyber Pakhtunkhwa Act No: XXI of 2013) for
works, consulting and non-consulting services as listed in Schedule-ll of the Act ibid.
