E-TENDERING NOTICE
The tenders for the following scheme(s) is/are invited on the item rates basis of
Single Stage-two Envelope procedure (PPRA-38 (2) (a) from Engineering Firms/Contractors
registered on EPADS having valid PEC License in categories mentioned below against the
work and have active filer NTN and PNTN. The contractors who are registered with Pakistan
Engineering Council (PEC) in the relevant category can participate in E-Tendering/EPAD
System. Procurement procedure will be adopted strictly in accordance with PPRA Rules 2014
amended upto date.

Contractors can participate in E-Tendering system after fulfilling terms & conditions as given
below:-
1. Contractor may register its Firm on website EPADS (http://punjab.eprocure.gov.pk) of
Punjab Procurement Regulatory Authority (PPRA-Punjab) by submitting their requisite
information.
2. After registration on E-Tendering website EPADS (http://punjab.eprocure.gov.pk)
contractor may participate in E-Procurements.
3. Bidding documents (Technical & Financial) will be immediately available alongwith
uploading of this notice on EPADS PPRA website.
4. Contractor has to submit its Technical Proposal / Bid in accordance with technical
evaluation criteria. For Financial Proposal / Bid, contractor shall quote the tender rates
and amount (should be filled in figures as well as in words) in accordance with the
requirements of B.O.Q of the work available at website. Tendered rates and tender
‘should be signed as per general directions given in the tender documents. Technical and
Financial bids submitted online by the contractor will be downloaded from website.
5. If there is a public holiday on the opening day of the tender, the tender will be opened
on the next working day.
6. The interested bidders/contractors/firms can obtain published tender notice through
EPADS and upload their rates through E-PADS only. No tender via telegraph or by post will
be accepted.
7. The bidder shall submit e-bids (Technical and Financial proposals) through uploading PDF
file on EPADS as per Regulation-6(4) of PPRA Regulations-2024.
8. Only technical proposals shall be opened on the day of the fender opening. After the
announcement of the result of the technical evaluation, financial proposals of the
responsive bidders will be opened at the given date and time.
9. Bids must be accompanied with bid security@ 2% of estimated cost in shape of BANK
GUARANTEE form scheduled bank of Pakistan in favor of Director Works, Punjab Workers
Welfare Fund, Lahore which shall remain in force upto and including the date 30 days
after the deadline for validity of bids.
10. Lowest evaluated bidder shall submit performance security/ guarantee 5% in
favour of the Chairman, PWWF of his contract amount within 15 days of receipt of
offer letter in shape bank guarantee (valid for 03 months beyond completion
fime/ extended completion). No any other form shall be accepted for
performance guarantee, submission of 5% performance guarantee is mandatory
for all successful bidders irrespective of contract amount.
11. All the contractors participating in E-Tendering/EPADS will have to submit their original bid
security in the office of the undersigned one day before the expiry of submission deadline
(date & Time), otherwise, the contractor will be declared as disqualified.
12. If the E-bid or proposal including record submitted on the EPADS found corrupt.
unreadable or contain virus, the e-bid or proposal shall be rejected as per Regulation-8(4)
of PPRA Regulations-2024.
13. Conditional bids will not be accepted.
14. The Procuring agency may reject all bids at any time prior to the acceptance of a bid or
proposal and the procuring agency shall upon request communicate to any bidder, the
grounds for its rejection of the bids or proposals, but shall not be required to justify those
grounds under PPRA rules.
15. The firm / contractor shall be responsible for payment of al applicable taxes at the time
of release of payment as admissible under the rules.
16. PPRA Rules will be strictly applicable.
17. The URL of the website of PPRA is (http:/eproc.punjab.gov.pk/viewtender.aspx) and
response time shall be calculated exclusively from the date of publication of the
advertisement of the website of the PPRA.
