E-TENDER NOTICE
Tender for the following work are invited under the Single Stage-One Envelope bidding procedure from engineering firms/
contractors licensed by the Pakistan Engineering Council with the respective CE-04 code, on an item rate basis under the 1″
Bi-Annual Market Rate System (1″ January, 2026 to 30 June, 2026) for District Kasur / Non-Scheduled Rates approved by
the Competent Authority as per the PPRA e-Tendering System /e-Punjab Acquisition and Disposal System (EPADS) in
accordance with the relevant PPRA Rules, 2014 (amended to date):

The contractors/ firms must be registered with Punjab PPRA at www.poca.punish.gov.pk. Any information or procedures
regarding the registration process can be accessed from the EPADS website: www.psusjob.eprocure.gay.pk
Only contractors/ firms registered with the Pakistan Engineering Council (PEC) with the specialization code CE-04 and the
Public Procurement Regulatory Authority (PPRA) are eligible to participate in the tendering process.
The Tender Notice and Bidding Documents containing detailed requirements, terms and conditions are available to registered
bidders on EPADS at www.punjab.eprocure.gov.pk and the Punjab Procurement Regulatory Authority (PPRA) website at
www.ppra.punjab.gov.pk. free of cost.
The contractors/ firms wishing to participate in the bidding process shall also attach valid registration with the Pakistan
Engineering Council for the year 2025-26 in the specified category and discipline, along with government receipts for payment
of professional tax, CNIC, enlistment/renewal fees and registration with the Punjab Revenue Authority (PRA) for the year
2025-26 with the bidding document.
All intending contractors must upload the bid security / eamest money, as mentioned against each work, preferably in the
form of a Bank Guarantee or Call Deposit Receipt (CDR) from any scheduled bank in Pakistan, in favor of the Executive
Engineer, Kasur Division DCC, Kasur and the same shall be uploaded along with the item rates for each work on the EPADS
website by 12.02.2026 up to 12:00 PM. However, the original CDR/Bank Guarantee, along with an attested copy of the PEC
registration license shall be submitted to the Tender Opening Committee in the Office of Chief Engineer, Irrigation Lahore
Zone, Lahore on the tender opening date i.e. 12.02.2026 by 12:00 PM.
In case of non-submission of earnest money in the form of a CDR/Bank Guarantee by the due date and time i.e. 12.02.2026
upto 12:00 PM, the bid will be considered non-responsive and will not be entertained.
8. Manual bids submitted by hand or through means other than EPADS will not be entertained.
After uploading the bids on the EPADS website, the participating firms/contractors shall have to attend the Office of Chief
Engineer, Irrigation Lahore Zone, Lahore, on 12.02.2026 at 12:30 PM, where all the bids will be retrieved and the quoted
rates of responsive bidders will be announced by the Tender Opening Committee in the presence of the bidders or their
authorized representatives.
10. The successful bidder shall have to furnish the Performance Guarantee @10% of the contract amount in accordance will
Clause-56 of PPRA Rules, 2014 (amended to date.).
All bidders are required to quote their rates against each entry / item of DNIT/BOQs (instead of percentage) and completely
fill the pages of rate analysis/summary/sub-summary in their financial bids. Any incomplete financial bid (ie. blank DNIT
/ BOQs and blank entries/pages of rate analysis/summary/sub-summary etc.) will be declared as non-responsive.
12. All bidders should satisfy themselves regarding the site location, conditions and prevailing circumstances, lochiding
accessibility, as successful bidders shall be required to mobilize to the worksite immediately after the issuance of the
acceptance letter.
Conditional and incomplete bids submitted by any bidder shall be considered non-responsive.
14. The procuring agency may reject all bids or any of proposals at any time prior to the acceptance of a bid or proposals under
PPRA Rule, 2014 (Rule-35).
15. The procuring agency shall, upon request, communicate the grounds for rejecting all bids or proposals to any bidder but shall
not be required to justify those grounds in accordance with the PPRA Rules.
16. The successful bidder, nominated after the verification of bid security / earnest money, must execute an agreement with the
Executive Engineer, Kasur Division DCC, Kasur, within 7-days of the issuance of the acceptance letter.
17. The successful bidder must provide a time-bound execution/activity schedule immediately after the issuance of the
acceptance letter.
18. The successful bidder must strictly adhere to the approved construction schedule. In case of failure, the contractor shall be
liable to pay compensation as stipulated in the relevant clause of the Standard Contract Agreement.
19. The work shall be executed in accordance with the approved construction drawings and the PWD specifications for materials
and works.
20. Field tests to ensure the quality of materials during the execution of work shall be conducted under the arrangement of the
successful bidder. In case of failure, the successful bidder will be responsible for bearing the cost of testing materials from
reputable sources/laboratories.
21. In the event of a dispute, the matter shall be referred to the Chief Engineer, Lahore Irrigation Zone, Lahore, whose decision
shall be final and binding on both parties.
22. The payment shall be made based on the actual work done and clearance by the Third-Party Monitoring Consultants (M/s
NESPAK-RHC (JV)) or any other agency so nominated at any time.
23. The successful bidder has no right to claim any interest due to delays in payment for work done because of the non-receipt of
funds in time.
24. In case any of the above conditions contradict PPRA Rules, 2014 (amended to date), the PPRA Rules, 2014 (amended to date)
will prevail.
25. All other conditions will be in accordance with the PPRA Rules, 2014 (amended to date) and the Standard Contract Agreement.
26. All instructions issued by the Finance Department and the Irrigation Department shall be applicable.
27. The URL of the website of the PPRA is (http://spros.punjab.gov.pk/ViewTender.asus) and response time shall be calculated
exclusively from the date of publication of the advertisement on the website of the PPRA.
