PUNJAB HIGHWAYS DEPARTMENT
TENDER NOTICE
Tenders for the following schemes are invited from Engineering Firms/ Contractors a
per PPRA E-Tendering System. All the Firms/ Contractors can participate in tendering process with
following terms and conditions:

Intending Contractors/ Firms who have been registered with Pakistan
Engineering Council in Relevant Category/ Codes may participate. Contractors/
Firms must have valid renewed PEC License for the Financial Year (2025-26).
Contractors/ Firms have to be registered on Punjab PPRA website
(www.punjab.eprocure.gov.pk) Any information/ procedure regarding
registration can be seen/ obtained from website ppra.punjab.gov.pk/ e-
procurement.
As per Clause-27 of PPRA Rules, 2014 (Bid Security), all intending Contractors/
Firms have to upload earnest money ONLY in the form of CDR (no any other
form shall be accepted for Bid Security) in favour of Executive Engineer
Highways Division Multan @ 5% of the estimated cost (DNIT Amount) and will
submit his/ their bid(s) on PPRA website Half an Hour before the opening date
& time of opening of tenders. However, original CDR has to be furnished Half an
Hour before the opening of the bids in the 0/0 Superintending Engineer, Highway
Circle, Multan; otherwise, offered/uploaded bid will be considered as non-
responsive and accordingly will not be further entertained.
As per Clause-56 of PPRA Rule, 2014 (Performance Guarantee). lowest
evaluated bidder shall submit Performance Security/ Guarantee 10% of his
Contract Amount within 15 days of receipt of offer letter in favour of the
Executive Engineer Highways Division Multan ONLY in the form of CDR, Bank
Draft, Cashier Cheque, Pay Order or Bank Guarantee (valid for 03 months
beyond completion time/ extended completion time); no any other form shall
be accepted for Performance Guarantee. Submission of 10% Performance
Guarantee is mandatory for all successful bidders irrespective of Estimated/
Contract amount.
Bidders are required to quote item rates against each item as well as total
amount against each item and grand total of all items in financial proposal.
However, in case of any mathematical difference of total amount of item &
grand total, the governing factor towards evaluation would be the rate quoted
against items.
Rates quoted in percentage above or below of Estimated/ DNIT cost will not be
considered/ accepted and bid shall be considered as non-responsive.
After uploading of bids on website (as per timeline detailed at Sr. No. 3).
contractors may attend O/o Commissioner (Multan Division Multan) on
11-02-2026 at 1300 Hours (01:00PM), where all responsive bids will be
downloaded and quoted rates of successful bidders will be announced in the
presence of Tender Opening Committee.
In case of submission of any fake information(s)/ document(s) such as CDR, PEC
License etc at any stage, it will be the just cause of disqualification of
Contractor/ Firm and disciplinary proceedings under the rules shall be initiated
forthwith,
The procuring agency may reject all bids or proposal at any time prior to
acceptance of a Bid or proposals under Clause-35 of PPRA Rule (Rejection of
Bids).
10. Rigid Pavement / RCC Drain Work shall be laid by using concrete batching plant
and concrete paving machine.
TST/DST/Surfacing shall be executed by mechanized system.
