TENDER NOTICE
Program Director, Punjab Development Program, Government of the Punjab, Lahore, invites bids through E-
Procurement from registered / incorporated firms, suppliers, who are registered with Sales Tax and Income Tax
Department and maintaining their own independent offices, to participate in the bidding process as per PPR Rules
2014 for Procurement Of Office Stationery, Computer Stationery, Printing & Publication, Entertainment & Gift,
Others And Cost of Other Store Items during the two financial years 2025-26 and 2026-27.
TERMS & CONDITIONS
The intending bidders participating in the bidding shall provide the following document along with their
Technical Bids:

Bid Security Le. 5% of total estimated cost in the form of Bank Draft / Pay Order / CDR in favour of
Program Director, Punjab Development Program, LG&CD Department, Plaza No. 145, Block A, Phase-8
Broadway, DHA, Lahore Cantt, may be submitted in the office of undersigned upto 16.02.2026 till 11:00
a.m. failing which the bid shall be rejected.
Minimum three (03) years business history from the date of authorization.
An affidavit on stamp paper submitting that neither the Company / firm has been blacklisted on any
grounds whatsoever nor is being proceeded against or not involved in litigation. This certificate shall
remain operative till the finalization of the procurement
Bank Certificate/Statement/Balance Sheet, Financial Soundness.
⚫ Company Profile.
General Sales Tax Number.
Proof of NTN and Income Tax Payee.
Professional Tax
Firm Registration.
• Three years audit report must be attached along with technical bid document.
⚫ Technically qualified bidders will submit their samples next day after the uploading of technical evaluation
report.
INSTRUCTIONS FOR BIODERS
This procurement will be governed by the Punjab Procurement Rules, 2014 (amended time to time) up to
date.
Bid Document containing details of above requirements are available at the PPRA website and E-PADS.
Procuring Agency reserves the right to reject all the bids at any time prior to acceptance of any bid as laid
down in Rule 35 of the Punjab Procurement Rules, 2014 (amended time to time) update.
All the interested bidders are advised to submit all the required documents by 16.02.2026 till 11:00a.m.
on E-PADS only. Hard copy of the bids shall not be accepted.
The technical bids will be opened on the same day i.e. 16.02.2026 at 11:30 a.m., after completion of E-
Procurement procedure by PPRA in the presence of authorized representatives of the participating
bidders.
After the evaluation of Technical Bids by the Purchase Committee, the date and time for opening the
Financial Bids will be communicated to the qualified bidders on EPADS.
If the day of submission/opening of bids is declared as holiday the bids will be opened on the next working
day.
The interested bidder should quote rate of all items of respective Lot/package, otherwise the bid will not
be accepted.
Further the bidder will be evaluated on lot basis.
