INVITATION TO BID
PROCUREMENT OF DRY RATION PACKS FOR
PASSCO FOR YEAR 2026
1. Pakistan Agricultural Storage and Services Corporation Limited (PASSCO), a Public Limited Company
invites electronic bids through EPADS from reputed suppliers, contractors, or firms registered with the
relevant Taxation Authorities for the procurement of Dry Ration Packs on monthly basis for the year
2026. Each pack includes the following edible items: Atta (18 kg), Ghee/Cooking Oil (1 kg/Ltr).
Sugar (1 kg), and Tea (210 g) Bids must include all applicable Government taxes, 0.25% stamp duty.
loading, unloading charges etc. on delivered basis to each PASSCO Field Zone and Liaison Office,
Karachi. Bids must be submitted online via EPADS: manually submitted bids will be rejected. Eligible
prospective bidders may submit bids for one or more Zones-

2. Bidding will be conducted under Rule 36(a) Single Stage-One Envelope Procedure of PPRA Rules
Each bid shall be accompanied by a Bid Security as specified in the Bidding Documents, in the form of
Pay Order, Demand Draft, Cashier’s Cheque or Banker’s Cheque issued by a scheduled bank in
Pakistan in favour of PASSCO Cash, Personal Cheque, Call Deposit Receipt (CDR) or Security
Deposit Receipt (SDR) will not be accepted and bid shall be rejected.
3. Bidding documents are available on EPADS www.eprocure.gov.pk, PASSCO www.passco.gov.pk and
PPRA www.ppra.org.pk websites for information only Purchase of Bidding Documents on payment of
Rs. 2,000-(non-refundable) from the concemed Zonal Office (addresses list attached in Bidding
Document) is mandatory for participation, Proof of purchase shall be uploaded on EPADS
4. Bids shall remain valid for 120 days from the opening date. Evaluation and opening shall be conducted
online through EPADS as per Bidding Documents. The contract shall be awarded for a period of twelve
(12) months from the date of signing of contract, extendable for a further one year with mutual consent
subject to approval of the Competent Authority
5. Bids should be addressed to the concerned Zonal Heads and will be opened online through EPADS on
the date and time specified in the Advertisement (as per Rule 28 of PPRA Rules) in the presence of
bidders or their authorized representatives, if they choose to present
6. PASSCO Management reserves the right to reject all proposals under Rule 33(1) of PPRA Rules. PASSCO
may terminate the contract in accordance with PPRA Rules and contract conditions. For further information,
interested parties may contact the concerned Zonal Office during office hours (0830-1630 hours)
