INVITATION OF BIDS
District Council Rajanpur intends to invite bids for the following Schemes from
Engineering firms / Contractors on the item rates basis as MRS, 1st Bl-Annual 2026, through
newly introduced PPRA E-Tendering System. Online with relevant PPRA Rules 2014 (amended
up to date).
The bidding shall be conducted in procedure of the Punjab Procurement Rules
(PPRA) 2014 and is open to all eligible bidders, bids must be accompanied by a bid security of
required amount in the form of CDR / Pay order from any scheduled bank in Punjab in favor of
District Council Rajanpur.
All contractors/Firms/Manufactures who are registered with PPRA / E-PADS can
participate in open E-Tendering System. Procurement procedure will strictly be adopted in
accordance with PPRA Rules, 2014 (amended up to date). Contractors can participate in E-
Tendering after fulfilling following terms & conditions:
1. Contractors / participating firms / vendors may register their firms on website
https://Punjab.eprocure.gov.pk of Govt Punjab by submitting their requisite
information.
2. After registration on E-PADS website https://Punjab.eprocure.gov.pk.
Contractors of eligible category may participate in E-Tendering.

3. Separate Bidding Document containing detailed terms & conditions of the bidding
process of respective activity can be downloaded
(https://Punjab.eprocure.gov.pk) free of cost.
4. The URL of the website of the PPRA is (http://eproc.punjab.gov.pk/ViewTender.aspx)
and response time shall be calculated exclusively from the date of publication of the
advertisement on the website of the PPRA.
5. The bid prepared in accordance with the instructions mentioned in the respective
procurement activity’s Bidding Document, must be submitted E-PADS at
(https://Punjab.eprocure.gov.pk) by or before 02:00 P.M hours PST on the closing
date12-02-2026 for respective procurement activity mentioned above. The bids will be
opened at 02:30 P.M hours PST through E-PADS on 12-02-2026 for respective
procurement activity in the presence of bidders’ representatives who shall choose to
attend the bids’ opening session so be held in office of the District Council Rajanpur.
6. Bidder will have to upload the scanned copy of 5% CDR from any schedule Bank as Bid
security on E-PADS & will submit the original CDR in the office of undersigned by or
before closing date and time; otherwise the tender of the bidder will stand cancelled and
will be considered as non-respective.
7. In case the lowest bidder whose bid will be more than 5% below of DNIT of the work, the
lowest bidder will be bound to deposit the (10% of Estimated Cost) performance security
(including earnest money) in shape of Call Deposit Receipt (CDR) from Schedule Bank
within 15 days after opening of Tender/Bid.
8. In case of false information, fake CDR, fake Deposit Slip, the contractor will be liable to
disqualify as per PPRA Rules and will not be eligible to participate in upcoming tenders
of District Council, Rajanpur. Further his case will be forwarded to PEC and PPRA for
initiation of strict legal action.
9. The Competent Authority may reject all bids at any time prior to the approval / acceptance
of the Tender rates.
10. When acceptance letter is issued to the successful contractor, he has to make the
agreement with department on stamp paper of value specified by Government within
seven days for issuance of Work Order.
