INVITATION FOR TENDER
Tender for Horticulture/Landscaping Development at NUMS-KHINAMS, Park Road,
Chak Shahzad, Islamabad
The “National University of Medical Sciences-(NUMS)” invites sealed electronic bids from
reputable, competent and experienced firms/contractors duly registered with relevant
registration and tax authorities, for the Horticulture and Landscaping Development works at
NUMS King Hamad Institute of Nursing and Allied Medical Sciences (KHINAMS), Chak
Shahzad, Islamabad. The scope of work includes but is not limited to development and
establishment of Miyawaki forests, comprehensive horticulture and landscaping
development, plantation and maintenance of different thematic gardens. Detail available in

E-BIDDING REQUIREMENT (PPRA EPADS):
In compliance with SRO 296(1)/2023 dated 27 February 2023, bids must be submitted

BIDDING & SUBMISSION PROCEDURE:
The tender shall be processed under Single Stage – Two Envelope bidding procedure in
accordance with Rule 36(b) of PPRA Rules, 2004.
Bidders shall submit separate sealed Technical Proposals and Financial Proposals in one
single package.
Initially, only Technical Proposals shall be opened and evaluated. Financial Proposals of
technically qualified bidders shall be opened on a later date and time, to be communicated
officially. Late, incomplete, emailed, or faxed bids shall not be entertained.
TENDER DOCUMENTS & SUBMISSION DETAILS:
Tender documents are available on submission of Pay Order / Demand Draft / CDR of
PKR 3,000/- (non-refundable) in favor of “NUMS”, from the office mentioned below, on any
working day between Monday, 26 January 2026 to Wednesday, 11 February 2025, during
office hours (0800-1600 hrs).
Bid Security / Earnest Money 2% (refundable) of the quoted bid price must be
submitted in the form of CDR/Pay Order / Demand Draft in favor of “NUMS” and shall be part
of the Financial Proposal only. (NUMS NTN#, 9010197-0)
Last Date & Time for Submission: Wednesday, 11 February 2026 at/before 1000 hours
Opening of Technical Proposals: Wednesday, 11 February 2025 at 1130 hours
Venue: Conference Room, NUMS (ATR), Adiyala Road (Opposite APS Humayun
Road), Rawalpindi
TERMS & CONDITIONS:
1. Rates must be inclusive of all applicable Federal and Provincial taxes and in round figures.
2. The bidder should have an established office in Rawalpindi / Islamabad, (subject to
inspection, if deemed necessary).
3. Submission of the bid shall imply that the bidder is fully conversant with the site
conditions, scope of work, and tender requirements.
4. The firm must possess valid NTN & GST registration, company profile and an undertaking
of non-blacklisting by any Department/ Organization/ firm/ authority.
5. Submission of false, misleading or unsubstantiated information shall result in
disqualification and/or blacklisting.
6. NUMS reserves the right to accept or reject any or all bids, or to increase/decrease the
scope of work, in accordance with PPRA Rules, 2004.
