SUB: NOTICE INVITING TENDERS
(As per SPPRA Guideline through EPAD System SPPRA Sindh)
Sealed Tenders are invited on single stage-Two envelope procedure for the following works
funded through Karachi Metropolitan Corporation (KMC) for the financial year 2025-2026. The
bidders having experience in similar nature of works and registered with PEC in relevant category as
well as having upto date renewed licence of PEC, valid Electrical license of Govt. of Sindh, NTN
Certificate, registration with Sindh Revenue Board, valid copy of CNIC of Proprietor/Partner,
are required to submit through EPAD System SPPRA Sindh their bids as per schedule given as
hereunder :-

2. Valid registration certificate upto June-2026 and onwards with Pakistan Engineering
Councils in relevant category and specialized codes as mentioned against work. At least
one similar nature of work having minimum cost of 80% of the estimates cost of the
work or at least two similar nature works each having minimum cast 50% of the
estimated cost for last five years duly supported with completion certificates, certified
copies of bid evaluation reports and SPPRA ID’s. Bio-data of Engineering and technical
staff working with the firm as required and mentioned in bidding documents.

Annual Audited Reports of last three years from (ICAP) registered Audit Firms, audit
reports issued other than (ICAP) Registered Audit firms, audit reports issued other than
(ICAP) registered audit firms will be accepted.

Bank statement must be provided for the last three years.
Registration with income tax department (NTN Certificate) with active status Federal
board of revnue.
7. Annual income tax returns of last three years must be provided.

Valid registration certificate of Sindh revenue board Govt. of Sindh (SRB) certificate (with
active status).
9. Each page of bid must be stamped and signed by the owner/ representative.
10. Pay order of the bid security / Tender cost fee (tender cost non refundable) shall be
uploaded alongwith bid on the website of “EPADS SPPRA” Sindh as well as shall be
submitted physically in the office of the Chairman Procurement Committtee Parks and
Horticulture Department, KMC situated at inside Bagh-e-Jinnah (Frere Hall) Fatima Jinnah
Road, Karachi before opening of the Bid.
11. The bidders must quote the rate both in words and figures with maximum two decimals
placing only third decimal place shall not be considered.

Bidding documents and other terms and conditions can be seen or down loaded from
the official website of SPPRA. (through EPAD System).
The tender will be submitted through EPADS, SPPRA System Sindh
prior to the
deadline of submission mentioned above and shall be opened in the presence of the
Procument Committee / participating contractors/ firms and their authorized
representative, who may be present through EPAD SPPRA system Sindh.
The pay order/ demand draft, call deposit or a bank gurantee of the responsive
bidders but reject due to higher rate will be returned back after the issuance of work
order to the successful bidder.
Joint venture will not be allowed.
Fresh affidavit (in original) E-Stamp paper of Rs.500/- with effect that all documents/
particulars/machineries Information furnished are true and correct, in case of bogus
/ tempered or false information / certificates provided by the company / firms shall
be liable to be black listed at any stage. Details of owner along with CNIC on judicial
E-stamp paper a representative should have authority on judicial E-stamp paper
from owner, authority other than judicial E-stamp paper will not be accepted and
such tender will not be entertained. In case of firm giving full particulars of Directors/
projectors or other connected along with power of attorney. In case of being sole
proprietors such under taking on fresh affidavit E-stamp (in original) be furnished.
Undertaking on fresh affidavit (E-Stamp paper) of Rs.500/- that the firm / company is
not currently black listed by any of the Government department whether Federal or
Provincial.
The tenders should be submitted along with the above required documentation/
information, if any of such required documents / information lacking then the
tender will not be considred by the procuring committee and no such documents
will be accepted after dropping date and time.
The competent authority reserves the right to reject any or all proposals subject to
the relevant provision of SPPRA Rules.(through EPAD System).
