INVITATION FOR BIDS
Headquarters Military Lands and Cantonments Department, being a Procuring entity, invites sealed
bids as per Single Stage Two Envelopes procedure under Rule 36 (b) of PPRA Rules, 2004 from
companies/firms duly registered with Govt of Pakistan (FBR, Sales Tax Department) for the purchase

1. The detailed instructions have been defined in the bidding documents. The conditions illustrated in
the bidding documents (along with TORS) must be fulfilled. Bidding documents (containing TORS
evaluation criteria) are available on EPAD.
2. The complete tendering process shall be carried out through EPAD (https://eprocure.gov.pk)
and submission of bids (hard form).
3. Interested bidders are requested to register themselves on the EPADS
https://eprocure.gov.pk/#/supplier/registration and submit their tender documents at EPAD as
well as manually at the office of the procuring agency.

5. The Bid Security for the Bid is Rs. 2,00,000/- in the form of Call Deposit / Bank Draft (refundable)
drawn in favor of “HQ Military Lands & Cantonments” (FTN/NTN: 9010606-7) scanned copy of
which is required to be uploaded through EPADS and hard copy must be submitted physically
along with hard-copy of sealed technical bid envelope on the closing date of the tender to HQ
Military Lands & Cantonments, Rawalpindi on the given address. (in accordance with Rule 25 of
PPRA Rules, 2004).
6. Bids/proposals (Technical and Financial) prepared in accordance with Rule 36 (b) of the PPRA
Rules must be uploaded on EPAD as well reach office of Director General Military Lands and
Cantonments Department, Rawalpindi on or before 01-02-2026 (closing date) till 1100 hours. The
proposals will be opened on the same day at 1130 hours in the presence of the bidders or their
representatives who may choose to be present under Rule 28 (2) of the PPRA Rules, 2004.
7. The companies are required to submit their bids in separate sealed envelopes i.e. one envelope
containing “Technical Proposal” clearly marked as “Technical Bid” while the second containing
financial proposal / bid clearly marked as “Financial Bid, both Technical and Financial Proposal
will be placed in a single envelope duly sealed.
8. Bidder/company blacklisted by Director General Military Lands and Cantonments Department
Rawalpindi or involved in litigation or found to be indulged in corrupt and fraudulent practices will
be considered non-responsive by the procuring agency. Bidder must provide “Manufacturer
Authorization Letter (MAL)
9. Initially, only the Technical Bids will be opened. They will be evaluated in accordance with laid down
conditions of advertisement as well TORS.
10. The Financial Bids/Proposals of only technically responsive qualified bidders will be opened after
evaluation of technical bids in presence of bidders / their representatives (who may choose to
attend) in the office of Director General Military Lands and Cantonments Department, Rawalpindi
on date and time to be notified later; whereas the Financial Bids of technically non-responsive
bidders shall be returned to them unopened.
11. All terms & conditions including tender notice shall be binding on the successful bidder.

14. Any proposal received in contravention of enabling provisions of PPRA Rules, 2004 will be
declared non-responsive by the procuring agency.
15. The procuring agency reserves the right to accept or reject any proposal on technical /
administrative grounds under Rule 33 (1) of PPRA Rules, 2004 (as amended upto date).
16. The procuring agency reserves the right to cancel the Invitation proceedings without assigning any
reason at any time.
