INVITATION FOR E-BID
1. Pakistan Water & Power Development Authority (WAPDA)
Represented by the Chief Engineer (Power) GB, WAPDA Power
Complex Barotha-Attock (the “Purchaser”) invites electronic bids
from bonafide manufacturers / authorized distributors, suppliers,
contractors registered with Income Tax, Sales Tax Department and
on Active Tax payers List (ATL) of FBR will be eligible for
participating obtaining e-bidding documents for “Supply of
Material for Up-Gradation/Installation, Configuration, Services,
Testing and Commissioning of Human Machine Interface (HMI) and
Information Management System (IMS) of Distributed Control
System (DCS) / at WAPDA GB Power Complex Barotha- Attock,
Pakistan on Turnkey F.O.B Basis”. Bidding is open to International
Competition as per policy of the government. Time period for
(Supply)/delivery of Consignment/Material of contract/Work order
is (120) days from the date of establishment of L/C and Ninety (90)
days for installation, testing and commissioning of HMI and IMS of
DCS System after the issuance of NOC from Ministry of Interior GoP
for Foreign Experts/Engineers.
2. E-bidding documents as per regulations, containing detailed terms
and conditions, specifications and requirements etc. are available
for the registered bidders on EPADS at (www.eprocure.gov.pk)
3. The electronic bids must be submitted by using EPADS on or before
05/03/2026 at: 1100 Hrs. Manual bids shall not be accepted.
Electronic Bids will be opened on the same day at 1130 Hrs in Main
Auditorium Hall, WAPDA House Lahore, in the presence of the
bidders designated representatives. Single Stage Single Envelope
procedure shall be followed for this procurement.
4. Each bidder shall furnish a Bid Security amounting to Rs.
12,187,000.00/- in the form of CDR in favor of Chief Engineer
(Power) GB, WAPDA Power Complex Barotha-Attock.

2. Notification of the GRC constituted in terms of Rule-48 of PPRA
rules, 2004 is provided on EPADS at www.eprocure.gov.pk and on
PA’s website (if any).
