HIRING OF OPERATION & MANAGEMENT CONTRACTOR (OMC)
FOR 09 PACKAGES OF PERMANENT WEIGH STATIONS &
02 PACKAGES OF MOBILE WEIGH STATIONS
ON NATIONAL HIGHWAYS TILL 30.06.2027
1. National Highway Authority (NHA) invites e-Bids from the prospective bidders:
a. Having NTN Certificate and are on Active Tax Payer List with FBR
b. Having valid PEC License in Category 0-5 or Above with specialization code of EE11 (xiii) (FOR
OPERATOIN & MANAGEMENT OF TOLL PLAZAS: WEIGH STATIONS: MOBILE WORKSHOPS: FINE
COLLECTION)
c. Having no shortfall of NHA revenue and have not been declared defaulters, debarred or blacklisted by any
government agency.
d. Bidders whose arbitration are under process are eligible to participate
2. The Bidding shall be on Single State-Two Envelopes Procedure.
3. Details regarding Permanent & Mobile Weigh Stations for 11 Packages on National Highways are as under:

4. Bidding Documents containing detailed terms and conditions, can be downloaded free of cost from the
NHA website mentioned below from February 23, 2026. All Prospective Bidders are advised to follow
said NHA website for updates of schedule and addendum(s), if any
5. The e-Bids, prepared in accordance with the instructions provided in the Bidding Documents must be
uploaded on NHA e-bidding portal on or before March 09, 2026 till 1100 Hours. Technical e-Bids will be
opened on the same day at 1200 Hours in presence of authorized representative of the Bidder. Financial
e-Bids of only technically qualified bidders will be opened later on,
6. Bid Security in original must reach at NHA HO on March 09, 2026 by 1130 Hours as a mandatory
requirement.
7. All Prospective Bidders shall provide following undertaking in original at the time of Technical e-Bids
opening as a mandatory requirement on a stamp paper of Rs. 100/-dily attested by Notary Public Oath
Commissioner stating that
a) HeHis firm is not blacklisted and he is not declared defaulter of any Government Department.
b) They have gone through all bidding documents/Request for Proposal (RFP).
c) The information/record given with the bid is correct and they have not concealed any relevant
information.
8. All Firms are also advised to get EPADS (PPRA) registration at www.eprocure.gov.pk immediately, as
Manual Bids (Hard Copy) will be eliminated in upcoming procurements.
9. The Authority reserves the right to reject all Bids or Proposals at any time prior to the acceptance of a Bidor
Proposal in accordance with PPRA’s Rule 2004 (as amended in 2021)
