INVITATION OF BID
“FRAMEWORK CONTRACT FOR PROCUREMENT OF OPERATIONAL
SUPPORT MATERIALS FOR HEALTH INFORMATION & SERVICE DELIVERY
UNIT (HISDU), HEALTH & POPULATION DEPARTMENT”
BID REFERENCE No. HISDU(H&PD)/PROC/7-04/2025-26 & 26-27
1. Health & Population Department, Government of the Punjab, invites e-bids from the
eligible firms for the “Framework Contract for Procurement of Operational Support Materials for
Health Information & Service Delivery Unit (HISDU), Health & Population Department”. The
procurement shall be completed in accordance with the Punjab Procurement Rules 2014
amended till date, on Single Stage Two Envelope Bidding Procedure. An E-bid or proposal shall
be submitted on the e-Pak Acquisition & Disposal System(E-PADS) in the manner specified before
closing date i.e. 18 February 2026 at 11:00 AM.
2. The Bidding Document can be downloaded from the Department’s official website
(https://pshealthpunjab.gov.pk/), from EPADS (https://eprocure.gov.pk) and from PPRA
website (https://ppra.punjab.gov.pk/).

Technical and Financial Separate Bids, duly completed, signed, stamped, and in complete
conformity with Bidding Document must be Submitted online on E-Pak Acquisition and Disposal
System (EPADS) website i.e. https://punjab.eprocure.gov.pk till 11:00 AM on the last date of
submission of bids ie., 18 February, 2026 and bids shall be opened at 11:30 AM on the same date,
as per PPRA Rules, 2014. Bidders are advised to ensure uploading the Bid on E-PADS Portal, well
before the submission deadline, and not wait for the last date and time to upload the bid. Bid
submission on E-PADS Portal shall entirely be the responsibility of the bidder. Department shall
not be held responsible for any issues thereof. For electronic bids submission, all firms are advised
to get EPADS (PPRA) registered at (https://eprocure.gov.pk), as manual bid/proposal/application
(hardcopy) will not be entertained.
4. The URL of the website of the PPRA is (http://eproc.punjab.gov.pk/viewtender.aspx)
and response time shall be calculated exclusively from the date of publication of the
advertisement on the website of PPRA.
