1. Who can participate?
Contractors registered with Pakistan Engineering Council (PEC) under relevant category with code of
specialization as CE-10 (Registration/Renewal of Pakistan Engineering Council (PEC) for the Year 2025-2026.
2. From where tender Documents can be obtained?
Tender documents can be obtained from the E-PADS/PPRA website(www.eprocure.gov.pk).
In case of any difficulty in downloading the tender documents from the E-PADS/PPRA website, the
interested contractors may visit the office of the undersigned to obtain the same by paying a
non-refundable fee of Rs. 5,000/- each, in order to participate in the tendering process on E-PADS.
3. Earnest Money
i. The Bid Security shall be submitted in the form of a Call Deposit Receipt (CDR) issued by any scheduled
bank of Pakistan in favor of the Executive Engineer (Civil), Civil Works Division, GEPCO, Gujranwala. A
scanned copy of the CDR must be uploaded along with the bid, while the original CDR shall be
submitted in an envelope clearly marked with the Tender Number and Title to the office of the
undersigned.
ii. The successful bidder will have to submit @10% of the Contract Price as Performance Security in the
form of CDR at the time of signing of Contract Agreement.
4. Other Conditions
i. Contractors must attach active registration certificates issued by the Punjab Revenue Authority (PRA)
and the Federal Board of Revenue (FBR) with their bids.
ii. The bidder must have satisfactorily completed at least three (03) contracts of similar nature in
Government, Semi-Government, or Autonomous Organizations during the last three (03) years.
Relevant photocopies of work orders and completion certificates must be attached with the bid.
iii. Single-stage, single-envelope procurement process will be adopted as per PPRA Rules.
iv. Bid validity period: 90-Days.
5. Note.
i. The GEPCO reserves the rights to accept or reject the tender as per PPRA Rules. (No conditional tender
will be accepted).
ii. Tender documents, whether downloaded from the E-PADS website or obtained from the office of the
undersigned, shall be duly signed by the firm/authorized representative and shall not be altered in any manner.
iii. Bids must be submitted through E-PADS and original bids also be submitted in the office of the
undersigned before tender submission time.
iv. If any material deviation, inconsistency, or alteration is found between the hard copy and the soft copy
of the bid, such bid shall be considered non-responsive
v. For further details of works and tender forms, intending contractors may contact the office of the
undersigned during office hours on any working day before the opening date of tenders.
vi. Additional details, criteria, and rules of the works are provided in the Tender Documents.
6. Last Date/Time for Submission of Bid Security.
up to 13.02.2026 before closing hours.
7. Last Date/Time of Tender Submission/uploading. up to 16.02.2026 @ 11:00 A.M.
8. Date & time of Opening of Tender.
Bids will be opened through E-PADS on 16.02.2026 at 11:30 AM.
