Tender Notice – DISTRICT COUNCIL, RAHIM YAR KHAN – Rahim Yar Khan

RE-TENDER NOTICE (SAP PROGRAM PHASE -VIII)
DISTRICT COUNCIL, RAHIM YAR KHAN
Tenders are hereby invited by the District Council Rahim Yar Khan for the approved development scheme under SAP
Programme ADP for the year 2025-26 @ MRS 1st Bi Annual 2026, from 1st Jan 2026 to 30th Jun 2026 (rates/percentage above or
below on approved DNIT) through the EPADS (PPRA) by the Registered Contractors / Firms having valid Pakistan Engineering
Council (PEC) License of the respective category for the year 2025-26 and as per directions issued by the Government of Punjab for
the financial year 2025-26, on following terms and conditions.
1. The bidders/Firms who posses valid registration with Pakistan Engineering Council in the relevant category/codes are eligible to
participate.
2. The bidders/Firms are mandatory to be registered on Punjab PPRA website EPADS (http://eprocure.gov.pk), as to information/
procedure regarding registration of the bidders/Firms could be viewed/obtained from website ppra.punjab.gov.pk/e-procurement.
3. The registered bidders / firms have to upload the earnest money in the form of CDR @ 5% of the estimated cost in favor of the
District Officer (I&S) District Council Rahim Yar Khan, however original CDR along with PEC Certificate and Letter Head Pad is
compulsory to be submitted to the tender opening committee on the opening day, an hour before the opening of bids in the office
District Officer (I&S) District Council Raahim Yar Khan. Else ways the firm/bidders would be disqualified.
4. Current PPRA Rules would be strictly enforced. In case of any violation the contractor’s bid will be rejected according to the
prevailing Rules.
5. The bidders/contractors/firms may submit bids through EPADS up to 01:00:PM on 16-02-2026, aforesaid would be opened on
the same day i.e 16-02-2026 at 01:30:PM in presence of Tender Opening Committee in the office of District Council Rahim Yar
Khan.
6. The bidders / firms / Contractors who have offered the bids would attend the office of the District Council Rahim Yar Khan,
wherein the quoted rates / bids by the firms or their representatives would be retrieved and announced in presence of the Tender
Opening Committee at the opening date and time.
7. In case of submission of any fake information/document such as CDR/receipt, the Contractor/Firm would be disqualified from the
current tendering procedure and will be black listed to participate in any tendering process in LG&CD Department. Further
recommendation to PPRA and PEC will also be initiated against such firm/contractor for appropriate action under the relevant rules.
8. The procuring agency may reject all bids or proposals at any time prior to the acceptance of bid or proposals.
9. Recovery against credit of old material would be adjusted manually and accordingly bids will be evaluated.
10. All the bidders shall be required to qoute their rates against each entry / item of DNIT/BOQS (instead of percentage) and
completely fill the pages of rates analysis/summary/sub summary (as required by the percuring agency) in their financial bids. All
incomplete financial bids (i.e blank DNIT/BOQs and blank enteries/pages of rates analysis/summary/sub summary etc.) shall be
declared as “non-responsive” and not to be included in the competition for determination of lowest evaluated bidder.
