INVITATION FOR BIDS
The Vice Chancellor, Khyber Medical University Peshawar (KMU),
Peshawar invites sealed bids under National Competitive Bidding from
the well-established eligible investors, firms, contractors for utilization
ofthe property/land of the Khyber Medical University Peshawar
situated at Main Campus, Phase-5, Hayatabad Peshawar for Design
and Construction of a multi-storey car parking facility, based on the
most beneficent business and financial model. The aim is to maximize
the revenue for the university and attract investors. Bidding shall be
carried out under rule 14 (2) (b) “Single Stage Two Envelope”
procedure of KP-PPRA Rules 2014. The bidder must be registered with
the Income/Sales tax and KP-Revenue Authority (KPRA), reflected on
Active Taxpayer List (ATL) of FBR.
The land will be provided on “AS IS WHERE IS BASIS” for leasing out
under section 22-A of disposal of assets under KPPRA Procurement
Rules 2014 for a period permissible under the provincial government
lease policy. The firm/investor/contractor shall invest his own requisite
funds, and the Khyber Medical University will only provide land for the
said period under build-own-operate-transfer (BOOT) basis. The asset
will be transferred to the Khyber Medical University Peshawar after
completion of the lease period.
TERMS & CONDITIONS
1. The firms/investors/contractors who are registered with PEC shall
not below than C-1 category, with field of specialization CE-09
having valid registration with PEC are eligible to participate.
2. Bidding shall be conducted through Single Stage-Two Envelopes
Bidding Procedure comprising a single package containing two
envelopes as per KPPRA Rules-2014. Each envelope shall contain
separately Technical Bid and financial bid clearly marked in bold
& legible letters.
3. The firms/investors/contractors are required to submit five per
cent (5%) of the quoted value as bid security in the shape of Pay
Order (PO) / Demand Draft (DD) / Call Deposit Receipt (CDR) /
Bankers Cheque in the name of the Treasurer, KMU. Ordinary
cheque in the form of bid security will result in bid rejection
summarily.
4. Bid Solicitation Document can be obtained from the office of the
Director (P&D), KMU Peshawar till closing date on submission of a
written request @Rs.3,000/- as “Non-Refundable” tender
document fee duly deposited in BoK Account No 2009228667.
5. PRE-BID MEETING with the interested bidders will be held on
24/02/2026 at 11:30 hrs in the Alexander Fleming (Senate) Hall of
the Vice-Chancellor’s Secretariat.
6. The firms/investors/contractors shall submit sealed bids to
the undersigned on or before 05.03.2026 till 11:00 hours,
which will be opened on the same day at 11:30 hrs in the
presence of the bidders or their representatives, who choose
to attend the process.
7. The firms/investors/contractors may like to visit the site for which
necessary facilitation and coordination shall be provided upon
request to the undersigned.
8. The firms/investors/contractors shall provide necessary
documents i.e. drawing, design, layout and a 3-D model of their
proposal along with financial statements, details of capital
available and business plan for their investment.
9. The undersigned reserves the right to reject any or all bids as per
provisions contained in Rule-47 of KPPRA Procurement Rules 2014.
