NOTICE INVITING TENDER (THROUGH EPADS)

Sukkur IBA University invites bids on Composite Schedule of Rates (CSR)/item rate basis
electronically through EPADS (E-Pak Acquisition & Disposal System) on a single stage Two
envelope procedure from the eligible and experienced firms registered with Pakistan
Engineering council (PEC), Income tax & Sales tax and Sindh Revenue Board (whichever is
applicable) departments for the following works. Manual bids will not be considered.

For Contracts mentioned at Serial #1 & 2: Contractors holding valid license with PEC in
Category C3 & above with the following codes will be eligible: CE-09, CE-10(1), EE11(vi), and
ME-02.
For Contract mentioned in serial #3: Contractors holding valid license with PEC in
Category C3 & above with the following codes will be eligible: Codes CE-09, CE-10(1),
CE-01-(i) EE-11(vi), and ME-02
i. Valid License from Electric Inspector for Electrical Works issued by Govt. of Sindh
(Mirpurkhas Region).
ii. Bidder must have valid registration with Income Tax and applicable Sales Tax along with
Active Taxpayer Status.
iii. Bidders must have an average annual turnover as per (FBR tax returns) for the last five years
that should be more than or equal to the estimated cost of the work
iv. An affidavit (on non-judicial stamp paper) declaring that there is no litigation history, no
blacklisting, and no involvement in any corrupt, fraudulent, or collusive practices. The
affidavit shall also include an undertaking that all information and documents provided are
true and correct. If, at any stage, the information is found to be bogus, fake, forged, or
counterfeit, action shall be taken in accordance with the applicable rules.
v. Bidder must not have forfeited CDR/or bid security with the procurement agency Sukkur IBA
University
2. TERMS AND CONDITIONS:
(a) Under the following conditions, the bid will be rejected:-
i. Conditional bids/tenders.
ii. Bids not accompanied by a bid security of the required amount and form.
iii. Blacklisted firms.
(b) Bid validity Period: 90 days.
Bidding documents can be obtained and submitted through EPADS as per the above
schedule. Bidders are requested to give their Best and Final Price, as “No Negotiations” is
permitted. Bidding Documents containing detailed terms and conditions can be
downloaded from the following websites & submitted electronically through EPADS.

The procuring agency reserves the right to accept or reject any or all bids prior to the
acceptance of a bid as per SPP Rules 2010 (Amended to date).
