INVITATION FOR BIDS USING E-PADS
1. FESCO invites E-Bids from the contractor registered with Pakistan Engineering Council
and renewed for the Year 2025-26 along-with up-to date registration active PRA on
National Competitive Bidding (NCB) basis under single stage-single envelope bidding
procedure in accordance with PPRA Rules-2004 amended up to date.

ELIGIBILITY:-
2. The Bidders meeting the following requirements will be eligible for participation in the bidding.
3. Pakistan Engineering Council Certificate renewed for the year 2025-26 with Category having
Specialization Code as mentioned against above must be provided.
4. Identity Card of Contractor/Managing Partner/Director of the firm.
5. The bidder must have completed at least two contracts of same nature along-with its completion
successfully as main contractor within Ten years awarded by WAPDA / NTDC / DISCOs. The
consolidated value of these contracts must be more than 40% of the estimated/B.O.Q Cost.
6. The bidder shall be in the active tax payer list (ATL), and will provide income Tax Returns for
last three years.
7. The contractors are required to submit their registration for sales tax with Punjab Revenue Authority.
8. The bidder should have an Average Annual Turnover half of the amount mentioned against this
work during last three years certified from audited financial statement.
9. Bidder shall demonstrate Cash or Cash Equivalents equal to 10% of contract value and current
contract commitments. In this regard bidder shall provide the bank statements of last one year.
10. All bids must be accompanied by a Bid Security amounting to 5% on BOQ amount each in favor of
Project Director GSC FESCO Faisalabad of any scheduled bank of Pakistan uploaded on
E-PADS & original Bid Security in an envelope clearly marked with Tender No. and title shall be
submitted in the office of Project Director GSC FESCO Faisalabad, one day before opening date of
E-Bids, failing which the E-Bids shall be rejected. Bid security shall be valid 28 days beyond bid
validity. The bid shall be valid for 150 Days.
11. The bids will be opened at the office of Project Director GSC FESCO Faisalabad in the presence
of bidders/bidder’s authorized representatives who choose to attend the tender.
12. In case of unforeseen holiday announced / unannounced by the Government, the tender will be
opened on next working day at the same time and venue.
13. Tender rates and amounts should be filled in figures as well as in words. Tender documents should
be signed as per general directions given in the tender documents.
14. All the pages of tender will be marked as page No. and each page must be signed and stamped by
the bidder.
15. A certificate will also be submitted with bid documents mentioning that “the tender documents
consists of page No.1 to….. Pages.
16. FESCO reserves all its rights regarding rejection of tenders without providing any justification
as defined in Clause-33(1) of PPRA Rules-2004 amendment up-to 2022.
Note: 1. Original bid security (Call Deposit Receipt) must be submitted one day before opening date
of E-BIDS and original bid must be submitted to the office of Project Director GSC before the
online submission deadline of the bid; otherwise, respective bid will not be opened.
2. Notification of GRC constituted in terms of Rule-48 of PPRA rules, 2004 is provided on
EPDAS at https://eprocure.gov.pk and on http://www.fesco.com.pk.
3. In case of any technical difficulty in using EPADS, prospective bidders may contact PPRA
