Hiring of Transaction Advisors for two (02)
PPP Projects
COMSATS University Islamabad (CUT) is a public sector university
under Ministry of Science and Technology (MOST). The University
invites bids through e-Pak Acquisition & Disposal System
(EPADS) https://eprocure.gov.pk (COMSATS University Islamabad
(PS) from the Transaction Advisory Services who are duly registered
with Income Tax and Sales Tax department with Active Topover list
(ATL) following Single Stage Two Envelop bidding procedure for
“Hiring of Transaction Advisors for two (02) PPP Projects”. The
bidders will be selected on Quality and Cost Based Selection
Method (QCBS) as per the Public Procurement Rules 2004.
2. The bid security is Rs 1,000,000/- in the form of Call Deposit Bank
Draft (refundable) drawn in favor of “COMSATS University
Islamabad (FTNNTN: 90137019); scanned copy of bid
security is required to be uploaded through EPADS and hard
copy must be submitted physically along with hard-copy of sealed
bidding document on or before the dosing date to COMSATS
University Islamabad on the address given below:
A Pre-Bid Meeting will be held on February 12, 2026, at 1100
hrs at CUL, Islamabad Campus Closing date of submission is
February 24, 2026, at 1100 hrs. Bids will be opened on the
same day at 1130 hrs in the presence of bidders, who wish to be
present. The venue for pre-bid and bid opening is “Room No.
G-6/G-8, Ground Floor, Faculty Block-I, Park Road, Tarlai
Kalan, COMSATS University Islamabad.”
4. CUI reserves the right to accept or reject the tender at any time
prior to the acceptance of the proposal. The unsuccessful bidder(s)
participating in the bidding process shall be informed the reason(s)
for rejection of their bid, however COMSATS University Islamabad
shall not be liable to justify those reasons
