NOTICE INVITING TENDER THROUGH (EPADS),
(SINGLE STAGE TWO ENVELOPE)
Executive Engineer, Chitral Irrigation Division Chitral, intends to invite bids from eligible contractors/firms
approved with Irrigation Department, having who have renewed registration with Khyber Pakhtunkhwa
Revenue Authority, have active FBR registration and have valid license of Pakistan Engineering Council for
the Current Financial Year (2025-26) in the relevant category and specialization code.

Bids will be received under the Single Stage Two Envelope Procedure in accordance with KPPRA
Rules, EPADS Regulations 2025, and relevant SRO notifications.

Upper Chitral
TERMS & CONDITIONS: –
1. Bid solicitation documents including Instructions to Bidders (ITB), eligibility/evaluation criteria, and
BOQS can be downloaded from Irrigation website http://www.irrigation.gkp.pk/, EPADS website as
well as KPPRA website. Mandatory conditions as per bidding documents will be adhered. The
Procuring Entity shall not be responsible for any technical fault, glitch, or error in the EPAD system and
shall only consider the documents appearing on the EPAD dashboard. Therefore, all bidders are
advised to upload the required documents carefully and responsibly.
2. Technical & Financial Bids in accordance with KPPRA Notification (dated: 10-05-22) shall be
uploaded in separate single PDF file on EPADS before the closing time & and shall include documents
as given in the table:

• Copy of CNIC of the bidder.
Enlistment with the Government of Khyber Pakhtunkhwa,
• PEC license for current FY with relevant category and
specialization.
• Active KPRA & FBR status certificate.

Hard copies of bids are not accepted, except original CDRs and affidavits mentioned in NIT/Bidding
documents. Incomplete bids or bids with unattested cutting/overwriting will be treated as non-responsive.
3. Bidders shall must submit two sealed envelopes clearly marked as “Technical” and “Financial
Proposal” before closing time to the office of the undersigned as follows:

Technical Envelope: Original affidavit stating that bid security (2% of estimated cost) and
additional security (if applicable) have been placed in the Financial Proposal.
Financial Envelope: Original CDR(s) of bid security, additional security (if applicable), and CDR
of Rs. 5,000/- for printing charges, in favour of Executive Engineer, Chitral Irrigation
Division, Chitral.
4. In accordance with KPPRA Notification No. S.R.O (29)/Vol: 1-40/2025-26 dated 29-10-2025, failure
to submit the original bid security CDR and additional CDR (if applicable) in hard form within the
stipulated time shall render the bid non-responsive and shall attract penal action, including debarment
for a period of one (01) year, after due process.
5. Electronic bidding will be conducted on an “above/below system” based on the BOQ/Engineer
Estimate using MRS/NSI where applicable. In case of identical bids, the lowest bidder will be
determined through a draw/toss.
6. The Employer reserves the right to reject any or all bids with cogent reasons (KPPRA Rule 2014
Para-47 & Clause IB.30 of Bidding Documents).
7. Contractors shall pay all applicable Government taxes (Income Tax, Sales Tax, Professional Tax,
Stamp Duty, etc.) as per prevailing regulations.
8. Any attempt to manipulate or interfere with the procurement process will be considered a violation
under KPPRA Rules 44 & 54.
9. A pre-bid meeting will be held on 11/02/2026 at 11:00 AM in the office of the undersigned.
10. The bids will be valid for one hundred & twenty days (120) from the bids opening
11. Any additional information may be obtained from the office of the undersigned on any working day
during office hours, up to one day before bid opening.
