Communication & Works Department, 5 Buildings Division Lahore intends to invite the bids for
following schemes through E-Tendering vide Notification No.SOH-I(C&W)1-49/2023/3652 dated: 26.05.2023.
Tenders based on item rates with amount and total bid cost (as required in BOQ) as per approved DNIT
are hereby invited, under PPRA Rule 38 (single stage two envelope bidding procedure) for the scheme mentioned
below from the contractors / firms enlisted/renewed with PEC for the current financial year in the relevant category (C-4
& above). The contractor shall produce the original PEC License having mentioned the requisite relevant specialization
codes. The contractor not having the relevant specialization code will not be entertained into further process.
The procurement is to be carried out through EPADS (E-Pak Acquisition and Disposal System)
https://eprocure.gov.pk website of Punjab Procurement Regulatory Authority (PPRA) developed by PITB only. All
Interested applicants / constructors are required to register on EPADS to become eligible for participation. Tender notice/
tender document containing detailed requirements, terms and conditions are available for the registered bidders on
EPADS at http://punjab.eprocure.gov.pk and Punjab Procurement Regulatory Authority (PPRA) website
http://ppra.punjab.gov.pk. The tender documents comprising the DNIT, must be submitted on EPADS as per the date
and time mentioned below. Manual Bids shall not be accepted.
The prospective bidders are to submit earnest money in the form of a CDR/ Bank draft/ Cashier’s
cheque of any scheduled bank @ 5% of the estimated DNIT cost. The contractors/bidders shall produce the original 5%
CDR/Bank draft/Cashier’s cheque to the Executive Engineer 5 Building Division Lahore / Tender Opening Committee
accompanying the letter head on or before the closing time of the bid, otherwise the online bids submitted will not be
entertained.
Conditional tenders and tenders not accompanied with earnest money shall be rejected. The online
submitted bids/tenders will be opened on the web site on fixed date and time in the office of the Commissioner Lahore
Division, Lahore by the respective Tenders Opening Committee (TOC) at the above venue in the presence of intending
contractors or their representatives having attested Power of Attorney and who opt to be present.
The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or
proposal as per PPRA Rules. The procuring agency shall upon request communicate rejection to any supplier or
contractor who submitted a bid or proposal, the grounds for its rejection of all bids proposals, but it is not required to
justify those grounds.

time shall be calculated exclusively from the date of publication of the advertisement on the website of the PPRA
