Sealed tenders based on item rates are hereby invited from the contractors / Firms enlisted/
renewed in the category C4 or above registered with Pakistan Engineering Council for the
current financial year 2025-26 under T.S. No. PR/010 dated 20-01-2026 in the field of
building works mentioned below:-

Terms & Conditions
a. Tender documents (including BOQs. Conceptual Drawings & Technical
Specifications) can be downloaded from the PPRA Website. Sealed bids must be
submitted on or before 04th Feb 2026 12:00 am. Technical bids will be opened on the
same day in the presence of the bidder’s representatives (if desired to attend)
b. The sealed tender will be received on 4th Feb 2026 upto 12.00 hrs and shall be opened
on same date at 12.30 hrs at Anwar Sikandar Hall building in presence of interested
participated contractors or their authorized persons. In case of any Gazetted / Local
Holiday then the tenders will be received / opened on next working day.
c. Procedure of open competitive bidding i.e. single stage one envelope system shall be
adopted.
d. If the rate quoted by the lowest and successful bidder is 05% or more below of the
estimated cost, he shall have to deposit Quality Assurance Security in shape CDR/Bank
Guarantee from schedule bank of Pakistan within 10 days after opening of the bid
which is equal to difference of the estimated amount.
e. Conditional, un-signed, incomplete, cutting, overwriting, doubtful bids will be not
accepted.
f. The Procuring agency may reject all tenders / bids at any time prior to the acceptance of
a bid / tender proposals under PPRA Rule-35 (Rejection of Bids). However, procuring
agency shall upon request communicate to the bidder / tendered who submit a bid /
tender the grounds for its rejection.
g. The contractors are required to submit their bids on prescribed form otherwise, the
same will be rejected.
h. The contractors are bound to conduct all the quality control tests.
i. If any further information is required regarding the tenders, please visit the office of
Bursar/Project Manager during working hrs prior to date of opening.
j. Payments shall be made on monthly work done basis as specified in work order upon
submission of bill by the contractor and upon verification by the Engineer.
k. Retention Money shall be deducted against each payment and shall be released after
completion of Defects Liability Period and Issuance of Defects Liability Certificate.
I. No escalation for what so ever reason in rates/price of specified material shall be
admissible during the entire duration of the project. Furthermore, no positive variation
in quantities for what so ever reasons of any kind shall be entertained or approved for
any reason whatsoever. Bidders are advised to quote their most competitive and final
rates accordingly.
m. All interested bidders must carefully review the tender documents including drawings,
specifications and quantities in detail prior to submitting their bid, the bidder shall be
deemed to have fully examined the documents and acknowledged their sufficiency for
the execution of works in accordance with the tender provisions.
