NOTICE INVITING EPAD SYSTEM
(Single Stage Single Envelop & Single Stage Two Envelopes EPAD System)
The Khyber Pakhtunkhwa Board of Technical and Commerce Education, Peshawar invites E-Bids from eligible firms/
contractors in accordance with KPPRA Procurement Rules on Single Stage Single Envelope and Single Stage Two
Envelops for the procurement of stationery items and other goods in accordance with Khyber Pakhtunkhwa PPRA rules
2014 and EPAD regulations 2025 Contractors/firms must be registered with Sales Tax and Income Tax Department.

GENERAL TERMS AND CONDITIONS:-
The following documents are required to be submitted along with the application/tender form:
a) Copy of Registration with KPPRA
b) Copy of Registration with Income Tax Department
c) Copy of registration with Sale Tax Department
1. Bidding documents can be downloaded from the KP BT&CE official website (www.kpbte.edu.pk)/ or from official
website of KPPRA (kp.eprocure.gov.pk) after depositing tender form fee of Rs. 2000/-.
2. The Procurement Shall be conducted through E-PADS (E-PAK Acquisition Disposal System). Bids submitted manually
shall not be entertained.
3. Any lose binding/cutting/overwriting will lead to rejection. Unsigned tender documents will be considered as
defective /non-responsive.
4. All applicable taxes including (Federal and Provincial Taxes) etc. shall be deducted from the bill of the contractor/firms
at prescribed rates Notified by the Government from time to time.
5. The firm/contractor should be registered with Sales tax/Income tax/KP-Revenue Authority and shall be active tax
payer.
6. Tender Fee (Non Refundable) of Rs. 2000/- should be submitted in account of KP BT&CE, Muslim Commercial Bank
(MCB) Account (4004646211008260) on or before 16.03.2026 at 02:00 PM Bid will be opened on the same day at 3:00 PM
in presence of contractor or their authorized representative who opt to attend.
7. Bid will be accompanied by Bid Security @2% of the Estimated Cost in shape of CDR in the Name of “Secretary Khyber
Pakhtunkhwa Board of Technical and Commerce Education”. Original CDR will be placed with Financial Bid. An affidavit
is to be provided with Technical Bid stating that a bid security (Original) amounting to 2% (of the Estimated Cost), has
been placed /enclosed in the financial proposal or bid, otherwise, the technical proposal will be considered
non-responsive.
8. The bidding documents will be available to all bidders on E-PADS.
9. A scanned copy of the original bid shall be uploaded on E-PADS before schedule time as mentioned above and submit
original copy along with CDR before opening of tender date & time to the office of the Secretary KP BT&CE.
10. The successful bidder is required to submit 10% of the total bid as a performance guaranty from scheduled banks for
one year that will be returned after delivery of the items and goods.
11. In case if the Government announces Public holiday on the opening date of tender, the same shall be opened on
next working day at the same time.
