HIRING OF PROPERTY MANAGEMENT SERVICES
FOR NICL’S OFFICES AT LIBERTY HOUSE, DIFC, DUBAI
(NICL/PROCUREMENT/2026/1)
National Insurance Company Limited, Ministry of Commerce,
Government of Pakistan, invites e-Bids from Property Management
Services companies/firms based in Dubai, United Arab Emirates (UAE)
for provision of Property Management Services for NICL’s offices at
Liberty House, Dubai International Finance Centre (DIFC), Dubai for a
contract period of 1 year and renewal up to next 2 years upon mutual
agreement as per schedule below.

Electronic bidding documents containing scope of work, property
details, eligibility criteria, evaluation Method, bid securing declaration
form, bid validity, opening of bids and other related information are
available for download by registered suppliers on E-PADS at
https://eprocure.gov.pk
The tendering process shall be as per Single Stage – Single Envelope
(Least cost method) and Bids to be submitted via E-PADS by the
deadline stated above. Bid Securing Declaration Form must be submitted
on company letterhead as per (Annexure C) via E-PADS and emaill to
procurementonic.com.pk (scanned in PDF format) before the bid
submission deadline.
The Bid Opening will be conducted through the NICL E-PADS portallin
the presence of the Bid Opening Committee and participating suppliers.

bids via E-PADS may also attend the bid opening by joining the online
meeting using the details provided in bidding documents.
Clarifications, if any, may be submitted via E-PADS by 18 February
2026, 5:00 pm (Pakistan Standard Time).
