Executive Engineer, Irrigation Division Kurram, Government of Khyber Pakhtunkhwa, invites (Electronic Bids) on EPAD System from
the eligible firms/contractors in accordance with Khyber Pakhtunkhwa Revenue Authority (KPRA) Rules 2014 on single Stage Two
Envelop. The firm/contractor must be register with Pakistan Engineering Council (PEC) for the following works.

Bid Solicitation Documents containing all the terms and conditions and other relevant instructions for the work can be
downloaded from the Department and or Khyber Pakhtunkhwa Public Procurement Regulatory Authority websites
(www.irrigation.gkp.pk) (www.kppra.gov.pk).
The bidder shall submit with requisite documents through reliable/registered courier service on the following address “Executive
Engineer, Irrigation Division Kurram” on or before the deadline along with 2% bid security of the estimated cost + stamp duty in
shape of call deposit CDR (in Original) in sealed envelope otherwise the bid would be considered as non-responsive.
Tender Form Fee @0.03% of the estimated cost in shape of Call Deposit only/separately may be furnished (in Original) to this
office in the name of Executive Engineer, Irrigation Division Kurram, no cash payment will be acceptable otherwise the bid
would be considered as non-responsive.
All the pages of the Technical Proposal shall be numbered, signed and stamped. Otherwise the bid will be considered as
non-responsive.
5. Complete details of the bid security in shape of CDR i.c. Bank Name, CDR Number and Date(s) must be submitted
electronically along with the EPAD System. Call Deposit of schedule banks shall be acceptable. No bank cheque or pay order
shall be acceptable.

Bid security of all bidders will be retained by the procuring entity till approval of the bid by the competent authority.
Any bidder who provided incorrect information shall stand disqualified as per KPPRA Act, Section 29(1) Rule (43).
All bidders are required to be registered with Khyber Pakhtunkhwa Revenue Authority.
As Per KAPRA Notification S.R.O (29)/Vol:1-40/2025-26, Dated: 29-10-2025 all bidders are required to submit the bid
security and the additional security/differential, as already entered in EPADS, to the procuring entity before the closing date and
time. In case of failure, the bidder shall be debarred for one year. Furthermore, upon a second violation, the bidder shall be
blacklisted for a minimum period of three days.
Notifications issued by the Khyber Pakhtunkhwa Public Procurement Regulatory Authority pertaining to procurement process
issued from time to time shall be applicable.
If the evaluated electronic bid costs of two or more bidders are equal, then the successful bidder will be declared through toss.
Pre-Bid meeting will be held on 27-03-2026 at 11:00 AM in the office of the Executive Engineer, Irrigation Division Kurram.
The last date and time for submission of the Technical and Financial Bids, along with relevant documents, is 09-04-2026 upto
12:00 Noon in the office of Executive Engineer, Irrigation Division Kurram. The Technical Bids will be opened on the same day at
12:30 Noon. The Financial Bids of those bidders who qualify in the Technical Evaluation will be opened on the same approval of
Technical Bids from competent authority, in the office of the Executive Engineer, Irrigation Division Kurram, in the presence of
contractors or their authorized representatives who wish to attend.
Bidding documents can be downloaded from the official EPADS website (i.e. eprocure.gov.pk) after publishing the NIT. The
BSD must be filled neatly, and a clear scanned copy of the same must be uploaded at the time of application (Bid submission)
through EPADS.
Cutting/overwriting/manipulation in the bid solicitation documents will not be acceptable. Any mismatch between the scanned
copies submitted through EPADS and those submit in hard form will lead to disqualification.
All Government Notifications/Rules/Taxes updated from time to time shall be applicable.
17. The procuring entity has authority to reject any bid or all bids assigning valid reasons.
