26 for downloading free of cost. Prospective Bidders are also advised to follow the said website
for updates of bidding schedule and addendum(s), if any.

The bids(Technical & Financial) prepared in accordance with the instructions provided in
the bidding documents, must be uploaded separately on EPADS (PPRA) website https://epads.
gov.pk as per the following schedule:-

All the bidders are required to quote their rates against each entry/item of NIT/BOQS (Instead
of Percentage) and completely fill the pages of rate analysis/summary/sub summary. All incomplete
financial bids (i.e. blank NIT/ BOQs and blank entries) will be declared as non-responsive and will not
be included in the competition for determination of lowest evaluated bidder Department will only
evaluate item rates quoted by the bidder and amounts quoted will not be considered.
5. Original CDR/ on account of bid security @5% of the total estimated cost has to be submitted to
the tender opening committee on or before the opening of E-bids i.c.24-03-2026 at 9:30 AM, failing
which, the contractor/firm dis-qualified in presence of tender opening committee and in such case, bid
submitted will be declared as non-responsive (due to non-provision of CDR).
6. Only technically responsive bidder(s) will be qualified for opening of financial bid(s) Financial Bid
of bidder(s) found technically non-responsive shall remain un-opened in the e-PADS
7. If the e-bid or proposal including record submitted on the e-PADS found corrupt un-readable or
contain virus the e-bid or proposal shall be rejected.
8. The Client (procuring agency) may reject all bids or proposals at any time prior to the acceptance of
a bid or proposal.
9. In case, the last date of bid submission and opening falls in within the official holidays, the last
date for submission and opening of the bids shall be the next working day.
10. JV of the firms not allowed.

12. All firms are advised to get EPADS (PPRA) registration immediately, manual bid/proposal/
application (hard copy) will not be entertained.
