Export-Import Bank of Pakistan(Pak EXIM), established by the Government of Pakistan as the
official Export Credit Agency with the objective to promote, expand and facilitate diversification
of the export base of Pakistan, and to encourage businesses by providing financial
instruments/facilities to work on import substitution products, etc., invites bids through e-Pak
Acquisition & Disposal System (EPADS) from reputable companies/firms duly registered with tax
and other relevant authorities, for Procurement of Consultancy Services for Organisational
Development Project covering review and upgradation of Existing Human Resource
Management Policy, Performance Management System and redesigning of Reward Framework.
2. Local bidders submitting their bids must be appearing on Active Taxpayers List issued by
Federal Board of Revenue, Government of Pakistan, at the time of submission of bids. Joint
ventures are not allowed.
3. e-Bidding documents as per regulations, containing detailed terms & conditions, method of
procurement, procedure for submission of bids, bid security/declaration, bid validity,
opening of bids, evaluation criteria, clarification/rejection of bids, performance guarantee,
etc., can be downloaded by the interested bidders from PPRA, Pak EXIM and EPADS’ websites
free of cost. Pre-bid meeting will be held at Pak EXIM’s Head Office on 10th of March, 2026, at
1100 Hrs (PST). Prospective bidders may request clarification on any aspect of the bidding
documents ’till 12th of March, 2026.
4. Bids, prepared in accordance with the instructions provided in the e-bidding documents and
EPADS portal, must be submitted via EPADS only, on or before 19th of March, 2026, at 1100
Hrs (PST). Bids will be opened on the same day at 1130 Hrs (PST) via EPADS only. Manual bids
shall not be accepted. This notice is also available on EXIM Bank, PPRA and EPADS’ websites:

5. Notification of the Grievance Redressal Committee(GRC) constituted in terms of Rule 48 of
