The Director General, Khyber Pakhtunkhwa Housing Authority (KPHA), ATI Campus University Road
Peshawar intends to hire the services of an Engineering Consultancy Firm under Single Stage Two
Envelope bidding procedure Through EPADS, from eligible consultancy firms having registration with (i)
E-Pak Acquisition and Disposal System (ii) Pakistan Engineering Council for the year 2025-26 (iii) Khyber
Pakhtunkhwa Revenue Authority (Status shall be active) (v) Federal Board of Revenue (FBR) (NTN

Supervision.
Request for Proposal (RFP) documents having detail scope of services required can be
downloaded from the official website of EPADS (kp.eprocure.gov.pk) and KPPRA (kppra.gov.pk).
The Request for Proposal (RFP) documents shall also be obtained from the office of the
undersigned on cash payment of Rs. 10,000/- (Non-refundable, RFP charges and proposals printing
charges).
The firms shall submit/ upload the technical and financial bids (by file uploading) through EPADS
before last date and time for submission of bids (the uploaded contents shall be readable).
A firm will be selected for the services under Quality Cum Cost Based Selection (QCBS) Method
under the procedure / criteria described in the Request for Proposal (RFP) documents.
Last date for submission of Technical and Financial Proposal through EPADS is 12-03-2026 at
1200 hours. Technical proposals will be opened on the same date at 1230 hours in the presence of
the firms or their representatives who chose to attend at the same address. Financial proposals/
bids of only technically qualified firms will be opened on a date and venue to be communicated later
after evaluation and approval of technical bids.
A pre-proposal meeting will be held in the office of the undersigned on 03-03-2026 at 1200 hours.
Any other query / information can be obtained from the office of the undersigned on any working
day during working hours.
The Director General KPHA may reject any or all the proposals as per provisions of KPPRA rules, at
any time prior to acceptance of Request for Proposal (RFP).
