INVITATION FOR BIDS
Ravi Urban Development Authority (RUDA) intends to undertake the construction of Bridge
to Jahangir Tomb over River Ravi. The aim of this project is to provide a direct link between
Lahore Ring Road (LRR) and the historic Jahangir Tomb, facilitating tourism, reducing travel
time and enhancing integration between the urban core of Lahore and its heritage
precincts. The scope of work includes but not limited to construction of bridge (comprising
cast in situ bored concrete piles, pre-cast girders and MSE Wall etc.), widening and
improvement of existing roads, construction of parking area, pedestrian bridge.
landscaping and hardscaping works.
RUDA therefore invites the sealed bids through Single Stage Two Envelope (SSTE)
procedure from the eligible Contractors as detailed here below:

Conditions:
Bidding procedure shall be in accordance with RUDA procurement regulations 2022.
In view of complexity of the project and promote sustainable knowledge transfer and
capacity building of National Construction Industry, Bidding is open to national bidders
with demonstrated experience in executing large-scale projects, proposing
collaborative arrangements with International firms having a track record of regional
experience in similar complex projects.
Interested Bidders may obtain further information and inspect and acquire the Bidding
Documents from the Office of the Executive Director Engineering Wing, RUDA, situated
at address as mentioned hereunder.
All bids must be accompanied by a Bid Security of the amount mentioned above, in PKR.
The Bid Security shall be, at the option of the bidder, in the form of Deposit at Call,
Banker’s cheque or a Bank Guarantee issued by a Scheduled Bank in Pakistan or from a
foreign bank duly counter guaranteed by a Scheduled Bank in Pakistan in favour of the
Employer valid for a period 28 days beyond the Bid Validity date.
A complete set of Bidding Documents may be purchased by an interested bidder who
has not purchased the same before, on submission of a written application to the below
mentioned office and upon payment of a non-refundable fee of Rs. 8,000/- in the form
of bank draft only. Bank draft should be on name of “Ravi Urban Development
Authority”.
The bid submission deadline for the Contract Packages is tabulated above. The bids
shall be opened at 11:30 AM on the same day, in the presence of bidders
representatives who choose to attend at the same address. In case of public holiday falls
on the scheduled bid submission date, then bid submission deadline shall be deemed
extended to the next working day.
The bids must be submitted / delivered to the address mentioned below by the
above-mentioned submission deadlines.
