Qualification, Experience, and Eligibility Criteria
Master’s degree in Industrial Policy, Economics, Engineering. Public Administration,
Development Studies, Business Administration, Chartered Accountancy (CA). Chartered
Financial Analyst (CFA) or a closely related discipline from a recognized university.
Additional certification or executive education in strategic leadership, public sector reform, or
Industrial innovation is desirable.
Minimum 10 years of progressively responsible experience in industrial development, economic
policy advisory, Industrial management or public sector reforms.
* Proven experience of advising the government, multilateral organizations, international
development agencies in a senior position.
* Demonstrated expertise in designing and overseeing large-scale policy programs, preferably
within South Asia or comparable developing economies.
Demonstrated experience of leading a sizable organization from the government or private
sector at a CXO level
Master’s degree in Social Sciences, Economics, Finance Business Administration, Engineering
or any other closely related discipline from a recognized university.
Advanced training or certifications in trade economics, tariff policy, or public finance is highly
desirable.
Minimum 10 years of relevant professional experience.
* At least 3 years of experience working with or advising on industrial or trade-related duties
and tariffs, with exposure to institutions such as Ministry of Commerce (MoC), Federal Board
of Revenue (FBR), National Tariff Commission (NTC), or multilateral agencies.
* Proven track record in drafting tariff proposals, conducting fiscal or economic impact
assessments, and engaging with multi-sectorall stakeholders.
Master’s degree in Economics, Business Administration, Public Policy, Finance, Law, Chartered
Accountancy (CA), Chartered Financial Analyst (CFA), Procurement management or a related
field from an HEC-recognized institution.
Professional certifications in PPP, project finance, or public procurement (e.g., PPP Certification
Program, PMP) are highly desirable.
Minimum 10 years of relevant professional experience with at least 5 years focused on PPP
project development, structuring or advisory roles.
* Demonstrated experience working in govemment ministries, development finance institutions.
multilateral agencies, or the private sector in PPPs.
•Proven track record of successfully managing PPP projects in infrastructure, industrial
development, or related sectors. o Experience in drafting PPP policies, legal frameworks, and
contract negotiation
Master’s degree in Industrial Policy. Economics, Engineering. Public Administration,

Sectoral expertise in at least one high-potential SME sub-sector such as auto parts, garments,
agri-processing, or ICT.
Proven ability to draft policy documents, concept notes, and strategic papers.
* Strong communication, stakeholder coordination, and analytical problem-solving skills.
Familiarity with national industrial policy frameworks, SME financing, and donor-funded
development programs.
Master’s degree or equivalent in Industrial Policy. Economics, Engineering, Public
Administration, Development Studies, Business Administration, Chartered Accountancy (CA).
Chartered Financial Analyst (CFA), Mechanical/Electrical/Chemical/Metallurgical Engineering or
any other closely related discipline from a recognized university.
Additional certification or executive education in strategic leadership, public sector reform, or
industrial innovation is desirable.
Minimum 10 years of progressively responsible experience in large scale industry development,
economic policy advisory, Industrial management or public sector reforms.
* Proven experience of advising the government, multilateral organizations, or international
development agencies in a senior position
* Demonstrated expertise in designing and overseeing large-scale policy programs, preferably
within South Asia or comparable developing economies.
• Demonstrated experience of leading a sizable organization from the government or private
sector at a CXO level
* Practical expertise in value chain analysis, productivity enhancement, industrial cluster
development, and technology policy.
* In-depth knowledge of Pakistan’s industrial ecosystem, including tax/tariff regimes, and
awareness of successful industrial models from emerging economics.
Strong analytical, forecasting, and economic modeling skills, coupled with excellent
communication, negotiation, and coordination abilities.
* Proven ability to prepare high-level strategic documents and work effectively in
multidisciplinary, multicultural teams
Master’s degree or higher in Data Science, Data Analytics, Business Analytics, Statistics,
Economics, or a related discipline from a recognized university.
Certifications in data analytics tools/platforms such as Tableau, Power BI, Python, R, SQL.
Google Analytics will be an added advantage.
Minimum 10 years of relevant professional experience in a reputable organization
* Proven experience in building data-driven dashboards, predictive data models, and managing
large datasets.

Experience preferably in the public sector, industry, or policy research environment.
* Familiarity with industrial policy, trade economics, or manufacturing sector analytics is
desirable.
Master’s degree in Procurement, Supply Chain Management, Business Administration, Social
Sciences, Public Administration, Economics, Engineering, or a related field from a recognized
university.
Professional certifications such as CIPS (Chartered Institute of Procurement & Supply), CPM
(Certified Procurement Manager), PMP (Project Management Professional), or equivalent are
preferred.
Minimum 07 years of relevant experience in public sector or donor-funded procurement projects.
* Demonstrated expertise in applying PPRA (Public Procurement Regulatory Authority) rules
and procurement procedures of major donors such as World Bank, ADB, or others.
* Proven track record in procurement planning, tendering, contract management, and
engagement with diverse stakeholders.
• Experience within government ministries or public sector development projects is highly
desirable.
Bachelor’s or Master’s degree in Business Administration, Law, Public Administration,
Economics, or related fields.
Minimum 3-5 years of professional experience aligned with SPPS-IV level, including at least 3
years in contract management or administration roles within govemment or donor-funded
projects.
Age Limit: Maximum 35 Years
Bachelor’s degree (16 years of education) or Master’s degree in Business Administration,
Finance, Accounting, Public Administration, Economics, Commerce, or a related field from a
