Job Description

REQUEST FOR EXPRESSION OF INTEREST
FOR SELECTION OF INDIVIDUAL CONSULTANTS
The Ministry of Planning, Development and Special Initiatives (MoPD&SI) has
received financing in an amount equivalent to USD 213 million from the World
Bank for the Integrated Flood Resilience and Adaptation Project (IFRAP). It is
intended that part of these funds will be applied toward eligible payments for the
hiring of consultants for the following positions. These consultants will be based
at the Federal Project Management Unit (FPMU) in Islamabad.

SPECIALIST
Qualification and Experience
Education:
. A minimum of a Master’s degree (or a minimum
sixteen years of education) in Gender Studies,
Women’s Studies, Anthropology, Sociology, Rural
Development, or a related field.
Experience:
A minimum of seven (07) years of demonstrated
post-qualification professional experience in gender
mainstreaming and women’s empowerment.
preferably within large-scale, international
development or humanitarian projects.
Proven experience in conducting gender analysis,
developing Gender Action Plans (GAPS), and
overseeing their implementation across multiple
operational components.
In-depth familiarity and proven application of the
gender requirements of the World Bank
Environmental and Social Framework (ESF),
including the risks of Gender-Based Violence (GBV).
Experience in community-driven development.
projects and working under conditions similar to
those in Balochistan, including knowledge of local
languages is a highly desirable advantage.
The FPMU-IFRAP, now invites eligible individuals to indicate their interest in
providing the specified services. Interested consultants must submit detailed CVS
demonstrating their qualifications to perform the services, as per the criteria
defined in the “Terms of Reference (TORS)”. The TORS can be downloaded

The Expression of Interest (EOI) must be submitted through the online portal
within 15 days of the publication of this advertisement via the following link:

strongly encouraged to apply.
The attention of interested consultants is drawn to Section III, paragraphs 3.14,
3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”
(February 2025), which set forth the World Bank’s policy on conflict of interest.
Consultants will be selected in accordance with the procedures set out in the
World Bank Procurement Regulations for IPF Borrowers (February 2025).
