WATER AND SANITATION AGENCY MULTAN
E-TENDERING NOTICE
Single Stage Two Envelope
The tender for the following works are invited from Engineering Firms/Contractors as per PPRA E-
Tendering System, in line with relevant PPRA Rules (Amended Updated). According to these rules all the firms
/ contractors can participate in tendering process with following terms and conditions.
2. The intending contractors /firms who have been registered with Pakistan Engineering Council In the relevant
category/codes may participate
3. The contractors/firms have to be registered on Punjab EPADS Website (www.punjab.eprocure.gov.pk).
Any information procedure regarding registration can be seen / obtained from website
http://ppra.punjab.gov.pk. Subject procurement shall be carried out through e-PADS of Punjab Procurement
Regulatory Authority (PPRA) only. Bidding Documents containing detailed requirements, terms, and conditions
is available for the registered bidders on e-PADS at www.punjab.eprocure.gov.pk and Punjab Procurement
Regulatory Authority (PPRA) Website http://ppra.punjab.gov.pk.
4. The URL of the website of the PPRA is (https://eproc.punjab.gov.pk/ViewTender.aspx) and response
time shall be calculated exclusively from the date of publication of the advertisement on the website of the
PPRA.
5. The intending bidders shall upload the Earnest Money in the form of a Call Deposit Receipt (CDR) In favour of
the Director Finance WASA Multan, amounting to Four percent (4%) of the estimated cost, along with
the e-bid on the designated portal, up to thirty (30) minutes prior to the scheduled date and time of opening
of tenders.
6. The Original CDR shall be submitted, in a sealed envelope clearly bearing the tender title, to the Head Clerk,
Office of the Deputy Director Sewerage Division Central WASA, Multan situated at Mumtazabad
WASA Office, Multan, on or before 12-02-2026 at 02:00 PM on the e-bid submission deadline. Non-
submission of the Original CDR within the prescribed timeframe shall render the bidder non-responsive and liable
to disqualification by the Tender Opening Committee.
7. After filling the bids on website, contractors may attend the office of the Director Works WASA situated
at 316-A Shamsabad colony WASA Head office Multan on 12-02-2026 at 02:30 PM,
8. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on e-PADS
before 12-02-2026 not later than 02:00 PM. Technical Bids will be opened on the same day on e-PADS at
02:30 PM. Submission of hard copies of bids shall not be accepted.
9. Only technically responsive bidder(s) will be qualified for opening of financial bid(s). Financial bid of bidder(s)
found technically non-responsive shall remain un-opened in the e-PADS.
10. The financial bids will be opened after evaluation of the technical bids and the date & time will
be intimated on E-PADS
11. In case of submission of any fake information/documents, the contractor/Firm will be disqualified from the-
current tendering procedure and will be black listed to participate in any tendering process of Water and..
Sanitation Agency Multan. Further recommendation to PPRA and PEC will also be made against such
firm/contractor for appropriate action/black listing.
12. Single Stage Two Envelope bidding procedure will be adopted.
13. In case the lower bidder whose bid will be more than 5% below of DNIT of the work, the lowest bidder will be
bound to deposit the difference between the bid and estimated cost as per rate quoted by the Bidder in shape
of Call Deposit Receipt or Bank Guarantee from any schedule bank in favor of the Deputy Director Sewerage
Division Central WASA Multan.
14. Current PPRA Rules will be strictly applicable; in case of any violation, the contractor bid will be rejected
according to the Rules.
15. The bidder shall submit e-bids through uploading PDF file on e-PADS as per Regulation-6(4) of PPRA Regulations-
2024.
16. If the e-bid or proposal including recored submitted on the E-PADS found corrupt, un-readable or contain virus,
the e-bid or Doropsal shall be relected as per Requlation-8(4) of PPRA Regulations-2024.
17. The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal
under Punjab PPRA Rules 2014 (Rule-35).
18. Tendered rates and amount should be filled in figures as well as in words and tenders should be signed as per
general directions given in the tender documents.
19. The firms / contractor shall be responsible for payment off all applicable taxes as admissible under the rules
prescribed by the Government of Punjab.
20. The procurement shall made under PPRA rules 2014 and Punjab Procurement Regulations 2024
21. As Per PPRA Notification vide letter NO.L&M(PPRA)10-1/2011 dated 11-10-2024, all the bidders must be quoted
their rates against each entry/item of DNIT/Bids (Instead of Percentage) In financial bids and calculate the total
of each items of DNIT/Bids. In case of rates quoted by the contractor in percentage, the bid shall be declared as
“Non responsive” and will not be included in the completion for determination of lowest evaluated bidders.
22. The bids will be valid for 120 days.
