E-TENDER NOTICE.
BUILDINGS DIVISION KASUR
Communication & Works Department, Buildings Division, Kasur intends to invite the bids for following schemes through E-
Tendering vide Notification No.SOH-I(C&W)1-49/2023/3652 dated:26-05-2023.
Tenders based on item rates on approved DNIT/ BOQ are hereby invited, for the works mentioned below
from the contractors / firms enlisted/renewed with PEC for the current financial year in the relevant category and specialization
code. The contractor shall produce the original PEC License having mentioned the requisite relevant specialization codes at the
time of opening of tender. The contractor not having the relevant specialization code will not be entertained into further process.

The procurement is to be carried out through EPADS (E-Pak Acquisition and Disposal System)
http://punjab.eprocure.govt.pk website of Punjab Procurement Regulatory Authority (PPRA) developed by PITB only. All
interested applicants / constructors are required to register on EPADS to become eligible for participation. Tender notice/ tender
document containing detailed requirements, terms and conditions are available for the registered bidders on EPADS at
http://punjab.eprocure.gov.pk and Punjab Procurement Regulatory Authority (PPRA) website http://ppra.punjab.gov.pk.
The tender documents comprising the DNIT, must be submitted on EPADS as per the date and time mentioned below. Every
page of the bid shall be signed and stamped by the contractor. All the pages of the uploaded bid should be readable.
Unreadable or partial unreadable/incomplete bids will be rejected. The Bidders are required to fill all the columns of bids
mentioning the rate and amount of each item and complete bid amount at the end.

The URL of the website of the PPRA (https://eproc.punjab.gov.pk/ActiveTenders.aspx) and response time
shall be calculated exclusively from the date of publication of advertisement on the website of the PPRA.

The prospective bidders are to submit earnest money in the form of a CDR/ Bank draft/ Cashier’s cheque of
any scheduled bank @ amount mentioned against each work. The contractors / bidders shall produce the original CDR/Bank
draft / Cashier’s cheque having amount mentioned against each work to the Executive Engineer Building Division Kasur /
Tender Opening Committee accompanying the letter head on or before the closing time of the bid, otherwise the online bids
submitted will not be entertained. Conditional tenders and tenders not accompanied with earnest money shall be rejected. The
online submitted bids / tenders will be opened on the web site on fixed date and time in the office of the Commissioner Lahore
Division, Lahore by the respective Tenders Opening Committee (TOC) at the above venue in the presence of intending
contractors or their representatives having authority letter and who opt to be present.

The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal
as per PPRA Rules. The procuring agency shall upon request communicate rejection to any supplier or contractor who
submitted a bid or proposal, the grounds for its rejection of all bids proposals, but it is not required to justify those grounds.
6.
The performance guarantee shall be obtained from the lowest bidder in the light of clause 56 of PPRA rules.
The executed work payments to the lowest bidders / contractor shall be made through digital measurement
