E-Tendering Notice
The tenders for the following schemes are invited from Engineering Firms/Contractors on the item rates basis
as per current market rate system 01st Bi annual period 2026 and on approved rates of non-schedule items by the rate
approval committee of Horticulture Agency Multan for E-Tendering system in-line with the relevant PPRA Rules
(amended upto date). According to these Rules, all the firms/contractors can participate in tendering process with
following terms and conditions: –
procurement.
1. The intending Contractors/Firms who have valid registration with Pakistan Engineering Council in the relevant
category/codes are eligible to participate.
2. The Contractors / Firms has to be registered on Panlab EPADS website (www.punjab.cprocure.gov.pk)

3. All intending contractors/ firms have to upload the Bid Security in the form of CDR in favour of Director
(Admin & Finance) Horticulture Agency Multan @03% of the estimated cost and upload rates on the same
website upto half-hour before the opening date and time of opening of tender / bid. However, the original/
same uploaded CDR has to be submitted to the Procuring Committee Horticulture Agency Multan on the same
day before half-hour of opening of tender/ bid otherwise, the firm / contractor will be disqualified in presence
of Procuring Committee of HA Multan.
4. After filling/uploading the complete bids on website, contractors/ firm may attend the office of Director
Engineering Horticulture Agency Multan on 27-03-2026 at Closing Time at 11:00AM and Opening time at
11:30AM, where all bids will be retrieved and quoted rates/successful bidder will be announced.

In case of submission of any fake information/document such as CDR/receipt, the contractor/firm will be
disqualified from the current tendering procedure and will be black-listed to participate in any tendering process
of Horticulture Agency Multan. Further recommendations to PPRA and PEC will also be made against such
firm/contractors for appropriate action/black listing.
6. In case the total tendered amount is equal to or less than 5% of the approved estimated (DNIT) amount, the
lowest bidder will have to deposit Quality Assurance Security form the scheduled Bank within 15 days of
issuance of notice or within expiry period of the bid, whichever is earlier as required.
7. The procuring agency may reject all bids or proposals at any time prior to acceptance of a Bid or proposals
under PPRA rules-35 (Rejection of Bids)

Current PPRA Rules will strictly be applicable. In case of any violation the contractor bid will be rejected
according to the Rules.
9. In pursuance of Circular issued by the Government of the Punjab, Punjab Procurement Regulatory Authority,
S&GA Department, Lahore Vide No. L&M(PPRA)10-1/2011/008595 dated 11-10-2024, it is to inform that:-
” All the Bidders must quote their rates against each entry item of DNIT/BOQs (instead of
percentage) in financial bids. In case of rates quoted by contractor in percentage, the bids shell be
declared as “non-responsive” and will not be included in the competition for determination of lowest
evaluated bidders.
All incomplete financial bids (i.e. blank DNIT/BOQs) shall be declared as “non-responsive” and
will not be included in the competition for determination of lowest evaluated bidders.
